STATUS: Exempt, salaried, full-time

LOCATION: Chicago, Illinois, (currently hybrid remote/in-office schedule)

SALARY RANGE:Program Manager: $53,730-$76,440 (commensurate with experience)

All Chicago MHH prevents and ends homelessness through emergency financial assistance, community partnerships, data analytics, and training and research. We strengthen our community’s collective efforts to prevent and end homelessness, guided by a vision of impact, influence, and inspiration. Position Summary:

We are looking for a Program Manager to serve a critical role in coordination of outreach, engagement and partnership with landlords to secure housing units across the city of Chicago and support efforts to end homelessness in Chicago. The Chicago Rents program connects landlords to tenants through multiple housing subsidy programs. The Program Manager establishes and builds partnerships with key stakeholders, engages stakeholders in collaborative planning, formalizes frameworks for carrying out the areas of work, develops marketing and educational material, identifies performance metrics to evaluate the initiative, and oversees implementation.


The Program Manager will lead a team of staff who will help develop and maintain the landlord portfolio and coordinate with other stakeholder to ensure landlords are connected to tenants through multiple housing subsidy programs. At All Chicago, Program managers work with Senior Program Mangers/Directors to provide operational oversight of programs and serve as supervisor to coordinators, associates, and/or AmeriCorps VISTA members.

Position Responsibilities

Chicago Rents Project Management

  • Cultivate and manage relationships with landlord partners through engagement and stewardship.
  • Implement large-scale targeted landlord recruitment efforts to secure a broad range of proper, safe, and affordable housing units throughout the city of Chicago.
  • Monitor unit portfolio to ensure alignment with racial equity values of All Chicago, in particular by having unit options in mobility areas, ADA accessible units and units for people with justice backgrounds.
  • Oversee protocols for landlord application processes.
  • Convene and mitigate issues identified by landlords regarding potential tenants.
  • Work across departments to lead the development of a strong business case, marketing materials and website for the Chicago Rents program.
  • Research and implement best practices for the program.
  • Build team-based approach for managing landlord contacts.
  • Collaborate with Senior Program Managers and Program Managers at All Chicago MHH leading other components which interface with Chicago Rents.
  • Implement metrics of program success and monitor program performance.
  • Conduct program orientations and trainings for landlords and partner agency staff.

Administration and other Activities

  • Lead, mentor, and supervise assigned staff, interns and/or AmeriCorps VISTA members. Provide appropriate supervision sessions with direct reports, prepare three-month probationary evaluation reports for new hires, twelve-month performance evaluation for all direct reports and ensure completion of annual professional development plans, ongoing monitoring (leave requests, accuracy of hours worked, and adherence to HR policies and procedures) and the related hiring and training for position.
  • Creates annual professional development plan and actively works to meet identified benchmarks throughout the year.
  • Develop and manage a high performing team, ensuring succession plans are in place.
  • Work closely with Senior Program Manager to implement team’s strategic plan objectives and ensure alignment with direct reports’ workplan.
  • Demonstrate excellent stewardship of departmental and organizational resources.
  • Communicate effectively with supervisors, peers, and partners in written and oral communication in both groups and at public events.
  • Assist with All Chicago events and other activities as assigned.
  • Other duties as assigned.
Requirements:

Qualifications:

  • Bachelor's degree in social work, Psychology, Social Justice or another related field is required. An equivalent combination of education and experience will also be considered.
  • A minimum of 4 years of experience in the field of social services, property management or related experience; experience in the field(s) of homelessness service delivery and/or housing is strongly preferred.
  • Demonstrated project management experience, or experience building programs.
  • Strategic and solutions-oriented; ability to synthesize information, identify opportunities, appropriately assess risks and benefits, build supports for strategies, and manage execution.
  • Excellent professional writing and verbal communication skills; experience in sales or marketing a plus.
  • Experience with HUD-funded programming, Coordinated Entry and/or the Homeless Management Information System (HMIS) is preferred.
  • Excellent skills with Microsoft Office products including but not limited to Excel, Word, PowerPoint, and Outlook.
  • Ability to prioritize, meet deadlines and manage changing priorities.
  • Ability to respond effectively to inquiries, complaints, or concerns, as presented by staff, consumers, service providers, and other stakeholders.
  • Passion for inclusivity and diversity, and interest in being part of a multicultural team.
  • Must have reasonable and reliable transportation.
