Future vacancies within the Public Health Department or Behavioral Health Department may be filled from the eligible list to be established. The anticipated life of this list is six months.
Manages and oversees health programs and/or contracts within Behavioral Health or Public Health Departments as assigned; assists in the development of program policies, data management systems, procedures and protocols; researches and monitors federal, state and County requirements for new and revised programs and prepares applications, written plans, and forms; identifies grant funding opportunities and proposals; prepares or assists in the preparation of applications, written plans, and forms; assists in the development, oversight, and administration of division budget; monitors and evaluates program performance against projected outcomes; organizes and analyzes data related to the department's goals and objectives; conducts site visits of contract providers to observe their programs and assure compliance with appropriate standards and recommend appropriate modifications; prepares written recommendations to contract agencies following site visits; provides technical assistance services to contractors and others who work to meet the goals and objectives in the Strategic Plan; facilitates collaboration of efforts by contractors and stakeholders; reviews and participates in the selection, assignment, training, evaluation and discipline of staff; provides technical and professional consultation on complex program matters; prepares and/or directs the preparation of statistical and other reports; oversees the development and procurement of programs and services utilizing Request for Proposals, Request for Application, or other procurement tools; evaluates and reports on program and service proposals; assists in the preparation of contracts and other documents; represents the department at community organizations and other governmental agencies; serves on state, regional and/or local governmental and community agency committees as a representative for the assigned department; collaborates and coordinates services with other departments; conducts research, evaluates information, prepares reports, correspondence, presentations and technical documents in the course of work; makes programmatic and contract and recommendations to the Director; interacts with, mentor and/or supervises consumers of health services; may make presentations to individuals, groups, associations and community organizations; may act for and represent the Director in his/her absence as assigned and authorized.
Education: Possession of a Bachelor's degree from an accredited four-year college or university in public administration, behavioral health, Public Health, social work, prevention education, sociology, organizational development, or a related field.
Experience: Two years paid experience working in the administration or management of a social services, mental health, Public Health, substance abuse, or other health program preferably involving prevention, intervention and/or education. (Substitution: Possession of a Master's degree in public administration, behavioral health, Public Health, prevention education, social work, organizational development or a related field of study may substitute for up to one year of the required experience.)
License: Possess and maintain a valid appropriate California driver's license.
Special Requirements: Ability to work a flexible work schedule as required; travel within and outside the County to attend meetings and conferences.
Desirable Qualifications: Bilingual fluency in Spanish/English and the ability to accurately and appropriately translate program information for individuals and groups in the Spanish-speaking community is desirable but not required.
