Program Manager
Location: Bethesda, MD

With continued growth comes opportunity, and we are currently searching for a Program Manager to support our Bethesda, MD office.


- Apply leadership and management practices that engage project teams and support collaboration across functional groups.

- Establish and maintain cooperative working relationships with a diverse group of staff members, stakeholders, and customers.

- Collaborate with key stakeholders to establish, communicate, and implement program strategy.

- Work with stakeholders to define clear program objectives, agree on priorities, communicate progress updates, resolve conflicts, and evaluate organizational impact.

- Identify and implement key performance indicators (KPI’s) to monitor and assess program performance.

- Analyze program and project management needs and tailor industry best practices to suit the customer environment.

- Apply a wide range of traditional and Agile principles/practices to provide responsive and effective management solutions.

- Establish continuous improvement processes to progressively mature the program and performance across operations and projects.

- Work with key stakeholders to develop an adoption or organizational change management strategy in support of the program’s new operational processes.

- Work with project managers to develop risk management strategies and engage appropriate stakeholders to mitigate risk, resolve issues, and/or take advantage of opportunities.

- Establish mechanisms to ensure the required level of program documentation and communication.

- Mentor as needed to ensure consistency and adherence to standards.

- Serve as the program point of contact for customer leads and the Program Management Office and provide regular program updates including presentations to the executive audience.

- Work with Program Management Office and Program Director to ensure appropriate staffing to meet program objectives.

-Provide oversight and guidance on projects which require milestone-based tracking (Gannt, dependencies, critical path, financials, reporting)

-Assist with rolling up metrics from Agile based projects to the target PMO tool, to track overall schedules, financials, status reporting etc.


- A Bachelor’s degree in Computer Science, Information Systems, Engineering, Business, or other related discipline is required.

- Certified by PMI as a Project Management Professional (PMP)

- Requires a minimum of ten (10) years of experience, of which at least six (6) years must be specialized. Specialized experience includes: project development and management from inception to deployment, expertise in the management and control of funds and resources using complex reporting mechanisms, demonstrated capability in managing multi-task contracts and / or subcontracts of diverse types and complexity.

-5+ years working experience with PM related tools such as (Microsoft Office 365, MS Project, Asana, AzureDevops, Visio, Draw.io, Lucidcharts, Teams, Sharepoint, Slack, Smartsheets, Jira etc)

- Must meet all requirements for obtaining and maintaining a Public Trust Clearance.

 

Desired Qualifications:

- Master’s degree in Business, Information Systems, or related discipline.

- Agile certification (Certified ScrumMaster (CSM), PMP-ACP, or equivalent).

- Ability to engage diverse groups and motivate to collaborate and deliver program vision.

- Ability to apply strategic and critical thinking to provide the thought leadership necessary to introduce incremental and evolutionary change.

- Ability to manage complex tasks and adapt to rapidly changing requirements.

- Ability to analyze problems with a flexible and creative approach and then propose multiple alternative solutions.

-Proficient in working with key methodologies from Waterfall/SDLC {Gannt Charts, Critical Path}, to Agile (Kanban/Scrum) or a hybrid approach

- Ability to communicate complex concepts effectively and confidently in speaking and writing with team members and all levels of technical and non-technical customer stakeholders.

- Self-starter and quick learner with lots of initiative, working independently without day-to-day supervision of tasks and proactively seeking solutions to problems.

- Excellent attention to detail, quality, and follow-through; commitment to continuous improvement and the elimination of performance variability.

- Proficient in Microsoft Office (Word, Excel, and PowerPoint), Project.

- Experience with Microsoft Teams, SharePoint.
