Job Summary
The Program Leader will have overall strategic and operational responsibility for all program areas. The position will be a part of the senior management team that drives the overall strategy for the organization and represents Harmony Community Development Corporation (Harmony CDC). The Program Leader will initially develop deep knowledge of each project, program operations, and business plan, and will focus on the following three areas: Program Leadership and management, external relationships, and team management.
Supervisory Responsibilities
  • This position will supervise programmatic staff members
Essential Functions
Program Leadership and Management
  • Provide leadership of all direct service and case management to address individual and family needs (immediate and emergency), address barriers, and connect individuals to educational pathways and resources that will equip them to become whole, empowered, and self-sufficient:
    • Help (food, legal, community resources)
    • Housing (emergency and housing stability/homeless prevention/rapid rehousing)
    • Health (clinical counseling, health & wellness)
    • Hope (career, financial, youth educational pathways)
  • Create a holistic, impact strategy for the organization in partnership with staff from all levels and with community input. This also includes an outcomes and impact framework.
  • Work in partnership with the Executive Director, develop and implement the strategic ten-year plan for Harmony CDC to include Key Performance Indicators.
  • Serve as the programmatic management liaison to the board and committees; effectively communicate and present critical matters at select board of directors and committee meetings.
  • Maintain continuous lines of communication, keeping the Executive Director informed of all critical issues.
  • Partner with Finance and administrative staff to oversee and manage program budgets.
  • Advise the Executive Director and other key members of the leadership team within each of Harmony's pillars of impact based on evaluation of outcomes and metrics.
  • Perform other duties as assigned by the Executive Director.
  • Attend and successfully complete all training required by Harmony CDC.
External Relationships
  • Promote Harmony CDC's presence within the community and build strong relationships through collaborations and community engagement.
  • Manage relationships with partner organizations
  • Represent the organization externally, as necessary, particularly with other organizational partnership opportunities.
  • Ensure that key project outcomes and/or policy, advocacy, and legislation are evaluated and leveraged for maximum community and organizational impact.
  • Serve as the programmatic management liaison to the board and committees; effectively communicate and present critical matters at select board of directors and committee meetings.
Team Development
  • Promote a culture of people-first, high performance, and continuous improvement that values learning and a commitment to quality.
  • Ensure staff members receive timely and appropriate feedback, training, and development.
  • Establish and monitor staff performance and development goals, assign accountabilities, set objectives, establish priorities, conduct annual performance appraisals, and administer salary adjustments in partnership with Human Resources and the Executive Director.
  • Mentor and develop staff using a supportive and collaborative approach.
  • Lead the performance management process for the program team that measures and evaluates progress against goals for the organization and identify growth opportunities for staff.
  • Provide for all staff a strong day-to-day leadership presence; support an open-door policy among all staff.
  • Instill a human capital development and "coaching" culture within Harmony CDC.

Qualifications
  • Master in social work, counseling, psychology, or related field preferred but not required
  • Bilingual preferred (English/Spanish)
  • Minimum 10 years of experience in a senior leadership role ideally nonprofit management experience gained in a high-growth organization
  • Proven track record of success facilitating progressive organizational change and development within a growing organization
  • Excellent judgment and creative problem-solving skills including conflict resolution skills
  • Strong mentoring, coaching experience to a team with diverse levels of expertise
  • Entrepreneurial mindset
  • Superior management skills: ability to influence and engage direct and indirect reports and peers
  • Self-reliant, good problem solver, results oriented
  • Energetic, flexible, collaborative, and proactive; a team leader who can positively and productively impact both strategic and tactical initiatives
  • Exceptional written, oral, interpersonal, and presentation skills and the ability to effectively interface with senior management, Harmony's board of directors, and staff
  • Ability to operate as an effective tactical as well as strategic thinker
  • Passion for the mission of Harmony CDC
Physical Requirements
  • An employee in this position primarily works in a typical office environment, is generally sedentary, and uses computers, calculators, phones, and other office equipment to draft documents, communicate with staff, and fulfill other position duties.
  • An employee in this position is required to walk, hear, speak, and stand. Work is conducted in a fast-paced, rapidly changing environment.
  • The ability to manage stress, build professional and collaborative relationships, and reason through both complex business situations and profound personal crises that clients may experience is required.
  • A flexible schedule is required since this position requires evening and weekend work due to scheduled events.
Travel Requirements
  • This position is required to perform community outreach and attend meetings away from the primary business location.
  • A valid Texas drivers' license and acceptable motor vehicle record is required.
