Overview

RTI’s Center forHealth Care Quality and Outcomes (HCQO) has an opening for a Program Director. The Center’s mission is to help payers decide how to measure and improve Health Care Quality in a meaningful way so that payers and policy makers can incentivize providers for high-quality Health Care.
HCQO staff implement, monitor, and evaluate a variety of alternative payment models and value-based Health Care initiatives. Using both quantitative and qualitative research methods, we develop meaningful measures, conduct measurement and evaluate Health Care Quality and Outcomes from different perspectives, including those of payers, delivery systems, providers, patients, and other stakeholders. We design and implement payment models in the multiple healthcare settings, and monitor and evaluate how these models impact clinical practice, access to care, care coordination, care equity, patient safety, and Outcomes on patient populations (e.g., Medicare and Medicaid beneficiaries). We also evaluate how the models’ payment arrangements impact expenditures in the Medicare and Medicaid systems.

The Program Director will report to the Center Director. The location of this position is flexible, to include teleworkers.


Responsibilities

The Program Director is responsible for:

  • Participating in development of the Center, Division and Practice Area strategy and leadership team.
  • Engaging in projects and proposals in a leadership role.
  • Performing administrative management duties, such as overseeing program managers, recruiting and orienting new employees and monitoring overhead investments.
  • Fostering employee growth and development by meeting regularly with senior staff member to discuss ongoing work, upcoming opportunities, project, proposal, scientific stature, and other workload/ level of effort.
  • Develop a portfolio of projects and scientific stature within the program.
  • Contributing to Center-, Division- and Practice Area-wide management activities.
  • Creating and assuring implementation of RTI’s workplace culture which is aligned with Lead Forward behaviors.
  • Meeting regularly with the center director and functioning as a liaison and thought partner between the leadership team and program staff to ensure staff are well informed.
  • Maintaining transparent communication.
  • Addressing conflicts or issues as they arise, escalating as necessary.

Qualifications


Minimum Qualifications:


  • PhD with at least 10 years of relevant experience, or a Master’s degree with at least 14 years of relevant experience, or a Bachelor’s degree with at least 18 years of relevant experience.
  • Strong track record of winning proposals for the Center of Medicare and Medicaid Services (CMS) or Food and Drug Administration (FDA).
  • Strong track record of leading projects that focus on outcome evaluations and/or quantitative analysis, quality measure development and implementation, or learning and diffusion.
  • Experience managing complex projects for federal agencies such as CMS, CDC, and FDA.
  • Experience managing groups of research staff who focus on policy, methods, data science, statistics, and/or economics.
