Summary
You will serve as a Program Analyst for the Small Business Administration (SBA), Office of Disaster Recovery and Resilience, Disaster Policy, Planning, and Partnerships Division in Washington, District of Columbia. This position provides advice and assistance on a variety of analytical issues including long-range planning, procedural and policy development, and policy implementation.

Duties
As a Program Analyst at the GS-0343-14, some of your typical work assignments may include:
  • Providing advice and assistance on a wide range of analytical issues including long-range planning, procedural and policy development, and policy implementation.
  • Assisting DPPPD in defining disaster recovery, response, and resilience solutions, supporting the development of the SBA-wide disaster response and recovery policies, and providing organizational support to SBA's declared disasters.
  • Supporting national, state, regional, local, and stakeholder communities during disaster recovery.
  • Creating procedures to develop and increase resilience.

IMPORTANT NOTES:
  • This is a Permanent position, which is a competitive service status position with a full-time seasonal work schedule.
  • If required to travel to a disaster site, you may encounter hazardous working and/or living conditions, for example, no water or electricity and/or minimal lodging facilities.
  • A valid driver's license may be required.

Qualifications
*Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. If qualifying based on related unpaid (e.g. volunteer service) experience, you must provide hours worked per week and beginning/ending dates (mm/yyyy to mm/yyyy).
Federal status applicants must meet both Time-In-Grade AND experience requirements by the closing date of this announcement. However, if you have separated from the Federal Government for at least 52 weeks, you are not subject to the Time-in-Grade requirement.
Time-In-Grade Requirement:
GS-14: Must have held grade GS-13 for 52 weeks

Experience:

You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level.
GS-14: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-13 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:
  • Experience using analytical skills and applying a wide range of qualitative and quantitative methods to evaluate program or organizational needs.
  • Knowledge of a wide range of health, safety, security directives, and/or environmental policy requirements related to disaster response or emergency management.
  • Experience in collaborating or fostering relationships between Federal, State, Tribal and/or local governments, and/or non-governmental organizations, and/or the public/private sector, and their response and recovery mechanisms and authorities.
  • Knowledge of emergency management and related directives, policies, regulations, procedures, and/or methods.

There is no educational substitution at this grade level.
