Summary
This position is aligned under the Office of Quality, Safety, and Value (OQSV) department at the Western Colorado VA Health Care System (VA WCHCS). The Program Analyst oversees, develops, and implements a variety of monitoring/reporting tools for each section within OQSV. This position will function as the facility Strategic Analytics for Improvement and Learning (SAIL) coordinator.

Duties
Duties are not limited to the following:
  • Responsible for in planning, organizing, coordinating, implementing, directing, integrating, controlling, and evaluating elements that impact the performance measures related to the hospital quality measures (SAIL).
  • Independently enters, validates, and prepares reports to be presented to committees and submitted for national action items and data requests.
  • Utilizes analytical tools, a wide range of databases, and the application of analytical methods and techniques to determine inefficiencies and areas of process improvement; make recommendations to the Office of Quality, Safety, and Value Chief.
  • Oversees, develops, and implements a variety of monitoring/reporting tools for each section within OQSV
  • Evaluates, processes, or makes recommendations for effective organizational changes. Performs organizational analysis for stable, traditionally structured organizations
  • Analyzes service line performance data as directed by the OQSV Chief; maintains databases, and assists in preparation of quarterly performance evaluation on indicators and monitors
  • Communicates information to management for effective evaluation of program operations and milestones. The incumbent analyzes, extracts, summarizes, and identifies significant trends and issues; assists in forecasting and estimating program requirements and preparing programmatic reports, justifications, charts, graphs, statistical and narrative data for presentations and briefings

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday through Friday, 8:00 a.m. - 4:30 p.m.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework based on Ad-hoc approval.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/06/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 level. For a GS-11 position you must have served 52 weeks at the GS-09 level.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade of GS-07 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to...General knowledge of mission, organization, and work processes of programs throughout the OQSV Service and the Health Care System; general knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs, and patient administration and processing operations; possess general knowledge of performance improvement principles and techniques and relevant policies, procedures, and processes in order to improve the efficiency of the program; possess skills to interpret pertinent laws, regulations, policies, and precedents that affect the use of program and related support resources in VHA patient administration and processing activities; general knowledge of Medical Center operations, policies, and procedures, as well as VA regulations, and program guidelines; familiarity of computer software is required to be able to pull reports and statistical data which these include VistA, CDW and reports, CPRS, and VSSC; functional ability in the use of Microsoft Access, Word, Power Point and Excel; able to plan, organize and carry out duties as assigned involving multiple programs within time constraints, with minimal direct supervision; ability to establish and maintain effective working relationships with clinical and administrative staff to include inter-personal skills in presenting recommendations and negotiating solutions to disputed recommendations, and the skills, ability, and knowledge to communicate well, both orally and in writing and provides excellent customer service to internal and external stakeholders.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
