Summary About the Position: Serves as Senior Program Analyst, providing support required in the administration and management of the various aspects of the Operations and Maintenance Program, such as program support and funds management. Responsibilities Maintains, monitors, and analyzes data in various financial information databases. Receives and sets up funds from/to a variety of sources. Coordinates with Resource Management (RM) office on project related financial matters. Provides analytical, financial, and budgetary support to Operations Project Managers, and Project Site Managers. Serves as a point-of-contact on matters concerning civil works funding. Coordinates with different offices and staff on project completion for scheduling of resources and milestones and for final closeout of project funds. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes 1.) Performing analytical and evaluative work on administrative and budgetary programs utilizing automated financial management systems, such as Corps of Engineers Financial Management System (CEFMS), 2.) Recommending current available to obligate and expend calculations for use during the development of project execution schedules, 3.) Assist management in the effective utilization of workforce resources and/or 4.) Compiles operating and budgetary program data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business Administration, and Finance. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
