Pricing/Program Control Analyst

Qualis Corporation is seeking an experienced Pricing/Program Control Analyst who will support the Program Control and Pricing Group at our headquarters office in Huntsville, AL. This is a full-time position

Essential Functions

• Support the overall proposal pricing process
• Assist in development of the pricing strategy, identifying risks, and interpreting requirements of Federal Government solicitations (e.g., RFPs, RTEPs, RFIs).
• Support and be accountable for compliance and the timely submission of the proposal pricing by managing and controlling all proposal pricing activities against the proposal schedule and the RFP’s requirements.
• Collaborate with executives, management teams, functional units, BD personnel, stakeholders, partners, and subject matter experts to provide proposal support.
• Respond rapidly to RFP amendments and implement required changes to proposal pricing.
• Analyzes and compiles cost data.
• Prepares cost volumes.
• Manage multiple proposal pricing tasks with sometimes rapid turnaround deadlines.
• Support other Proposal related activities as needed.
• Define, document, implement, and support continual proposal pricing process improvement.
• Provides direction to subcontractors involved in proposal preparation.
• Works closely with Contracts, Purchasing, Human Resources, and Operations to ensure accuracy and coordination of cost proposals and to collect data.
• Works with Business Development, Proposal Manager, and Operations team to integrate basis of estimates, and program strategy into a winning proposal.
• Responsible for supporting all cost proposal resources and preparing/integrating all aspects of cost proposal preparation, production, and delivery.
• Coordinates price quotes through procurement.
• Ensures the cost proposal is fully integrated with technical proposal.
• Ensures compliance with cost estimating policies and procedures.
• Support audits and participate in cost proposal clarifications or negotiations.

Requirements

Minimum Requirements

• Bachelor's degree required, Master’s degree preferred
• A minimum of 3 years related proposal experience to include coordinating proposals, developing content, and managing the entirety of the proposal pricing process.
• Must be proficient with Microsoft Office – MS Project, MS Word, Excel, PowerPoint and Outlook
• Advanced skills with Microsoft Excel
• Must have experience with CostPoint
• Ability to manage multiple priorities and perform in a fast-paced environment.
• Ability to work with clients and teammates to develop winning proposals.
• Must have excellent data-gathering, analytical, and problem-solving skills.

Desired Additional Qualifications

• Knowledgeable of US Government contracts and a variety of contract types (CPFF, T&M, and Fixed price, etc.)
• Experience in Program Planning & Control
• Experience in government reporting requirements
• Experience developing, monitoring, tracking and reporting accurately on existing programs: to include deliverables, payment schedules, period of performance, and costs
• Understanding of indirect cost pools
