Job description

This position is located in Washington, District of Columbia. The PACT Act Enterprise Program Management Office (EPMO) as a Program Analyst. The EPMO is responsible for ensuring a unified, VA-wide approach to efficient and timely implementation of the PACT Act to enable an integrated Veteran experience, while maintaining transparency and accountability at the senior-most levels of the Department.Qualifications: For GS-11:
Possess at least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to perform the duties of a Program Analyst at the GS-11 grade level. This experience must have been equivalent to at least (GS-9) grade level in Federal service. Specialized experience is analyzing and evaluating on a quantitative and/or qualitative basis, the effectiveness of programs or operations in meeting established goals, measures, and objectives; developing necessary responses and drafts correspondence to internal and external stakeholder inquiries. OR
Possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. (TRANSCRIPT REQUIRED) OR
Possess a Combinations of graduate education and experience to meet total qualification requirements for the grade level. To compute by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. (TRANSCRIPT REQUIRED) OR
For GS-12:
Possess at least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to perform the duties of a Program Analyst at the GS-12 grade level. This experience must have been equivalent to at least (GS-11) grade level in Federal service. Specialized experience is analyzing and evaluating on a quantitative and/or qualitative basis, the effectiveness of programs or operations in meeting established goals, measures, and objectives; developing necessary responses and drafts correspondence to internal and external stakeholder inquiries; preparing reports and maintain records of work accomplishments and administrative information and coordinate the preparation, presentation, and communication of work-related information to the supervisor. OR
For GS-13:
Possess at least one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to perform the duties of a Program Analyst at the GS-13 grade level. This experience must have been equivalent to at least (GS-12) grade level in Federal service. Specialized experience is analyzing and evaluating on a quantitative and/or qualitative basis, the effectiveness of programs or operations in meeting established goals, measures, and objectives; developing necessary responses and drafts correspondence to internal and external stakeholder inquiries; preparing reports and maintain records of work accomplishments and administrative information and coordinate the preparation, presentation, and communication of work-related information to the supervisor; developing of new or modified work methods, procedural changes, systems variations, and acceptance of new technology developments; formulating and recommending instructions, directives, guidelines, policies, plans or procedures to administer or carry out functions.
This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required (e.g., walking, standing, carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle).
