Summary
This position is located in the U.S. Department of Labor, Employment and Training Administration (ETA), Office of Unemployment Insurance (OUI).
Position can be filled in any of the following locations: Washington, DC; Boston, MA; Philadelphia, PA; Atlanta, GA; Dallas, TX; Chicago, IL; or San Francisco, CA. Location will be determined at time of selection.
This position is not a remote position. The selectee(s) must report to their duty location a minimum of 2 days every 2 weeks.

Duties
  • Identifies and analyzes issues, problems, and challenges facing the program; formulates and evaluates possible courses of action; draws conclusions based on relevant facts; and recommends solutions.
  • Plans, analyzes, and evaluates the efficiency and effectiveness of the unemployment insurance program within OUI and makes recommendations for improvement.
  • Coordinates with appropriate DOL and OUI personnel in acquiring and compiling responses to audit findings.
  • Develops change proposals for improvements to modules or UI.
    functional areas.
  • Develops new policies, procedures, and guidance materials.
  • Prepares reports and briefs to program or higher-level leadership.
  • Prepares reports that provide information to management concerning the status of program activities and in response to inquiries from Federal and non-Federal parties.
  • Compiles and analyzes data which address issues such as workforce and productivity, management controls, and implementation plans.
  • Participates in working group meetings and other IT forums to maintain awareness of other ADP and management information systems or applications, shared data elements or sources, and proposed changes impacting compatibility/interrelationship with unemployment insurance automated systems and data or with the potential for application to systems for resulting enhanced capabilities or other improvement.

  • Must be a U.S. Citizen.
  • Must be at least 16 years old.
  • Requires a probationary period if the requirement has not been met.
  • Candidate required to obtain the necessary security/investigation level.
  • Subject to financial disclosure requirements.
  • May be required to obtain and maintain COR Certification.

Qualifications
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12. Specialized experience is experience in or directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Must meet all of the specialized experience listed below:
  • Advising and consulting with a variety of customers, presenting technical material (such as reports, briefings, etc) regarding state and/or Federal UI programs;
  • Experience within state and/or Federal UI programs organizing and coordinating multiple initiatives;
  • Receiving, analyzing, and coordinating resolutions and responses involving UI programs; and,
  • Experience in administrative and/or contract support functions as they relate to unemployment insuranceprojects.

There is no education substitution for specialized experience at this grade level.

This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.
