Description
Hennepin County's Transportation Operations department is seeking a licensed Civil Professional Engineer - Project Manager to join the Asset Management division team. This position will be responsible for performing design engineering functions as well as working through all phases of project development for the annual pavement and drainage programs. Coordination with internal divisions and external stakeholders will be a focus as well as using existing asset data to perform analytics to identify future projects. This position will support and strive to further department-based strategies that align with county goals, mission, and core values for diversity, equity and inclusion.

Location and hours:
This position is hybrid and will be performed both on-site at the Public Works Facility, 1600 Prairie Drive, Medina, MN 55340, in a field environment within Hennepin County, and remote as job duties allow. There is no public transportation to this facility. Work hours are typically 8 hours per day, flexible Monday through Friday between 6 a.m. - 6 p.m. While this position is designated as hybrid, based on current requirements hires must live in or relocate to Minnesota or Wisconsin.
New employees who are hired into remote or hybrid positions between January 2, 2022, to December 31, 2024, will receive $500 toward the cost of establishing consistent internet connectivity, payable upon completion of 6 months of employment.

In this position, you will:
  • Perform, direct and coordinate the development and review of engineering analysis, drainage calculations, special provisions, pavement design, and cost estimates for roadway projects.
  • Serve as Project Manager for the annual pavement preservation project and other projects as assigned.
  • Create, lead and facilitate presentations and discussion at internal and external project-related meetings.
  • Track progress to ensure work remains on schedule, within budget, and can be sequenced to provide balanced programs for the annual pavement preservation projects/programs, annual ADA project/program and associated drainage and municipal and/or utility project needs.
  • Work collaboratively with other jurisdictions, committees, and stakeholders to achieve project consent.
  • Research and prepare complex engineering reports, narratives, charts, graphs and visual aids.
  • Take necessary training and utilize the Asset Management System(s) to develop pavement and drainage programs, record work, enter service requests, and track costs of appropriate programs.
  • Review various plans as they are routed for reviews, evaluate and comment on operational needs as well as track impacts to annual programs.
  • Assist with field reviews and development of plan sets for drainage projects such as culvert lining and culvert replacements as developed by the Program Management group.
  • Provide engineering leadership and guidance to technical staff and consultants.

Need to have:
  • Bachelor's degree in civil engineering or other engineering field appropriate to the position and four years or more of engineering experience related to planning, designing, and implementing civil engineering projects using engineering principles and practices
  • Licensed as a Professional Engineer with the Minnesota Board of Registration or able to obtain a Minnesota license within six months of hire.

  • Experience:
    • Leading and designing projects in complete streets, construction, drainage, environmental review, Minnesota State Aid/Federal Aid, plans, specifications, and estimates (PSE), project management, roadway design, safety, stakeholder involvement, and/or traffic.
    • Supervising, coordinating, and evaluating the work of technical staff.
    • Using MicroStation/GeoPak/Inroads/Openroads Designer, AutoCAD/Civil 3D, Geographic Information System (GIS), Microsoft Office, or equivalent software applications.
    • Working with MnDOT and MnDOT State Aid.
    • Design engineering on preliminary and final design tasks.
    • Managing transportation projects.
  • Ability to:
    • Establish and maintain effective working relationships with other county, federal, state and municipal staff, public officials and the general public.
    • Demonstrate examples of exhibiting high levels of organization and attention to documentation needs.
    • Coordinate work with county and contract staff for successful project completion.
    • Communicate and present technical and sensitive information effectively, both verbally and in writing.
    • Read and interpret MnDOT Standard Design Manuals and Technical Memos, construction plans, specifications, and other written forms.
    • Schedule, prioritize and balance several tasks.
  • Knowledge of principles and practices of civil engineering.
