This position will have hybrid workplace options available but will be required to report Monday through Thursday to the listed address at the discretion of the supervisor and based on business needs.

$26.94 - $37.75 Hourly

$2,154.92 - $3,020.31 Biweekly

$4,669.00 - $6,544.00 Monthly

$56,028.00 - $78,528.00 Annually


The Division of Family and Medical Leave Insurance (FAMLI) within the Colorado Department of Labor and Employment (CDLE) manages all aspects of the State of Colorado's FAMLI program approved by Colorado voters in November 2020. FAMLI ensures that participating Colorado workers have access to paid leave when life circumstances (such as taking care of themselves or their family), take them away from their jobs. FAMLI delivers all programs and services as statutorily mandated. FAMLI's Innovation and Technology Unit controls and is accountable for the overall development effort required to build, maintain, and continuously improve the technological systems that enable the FAMLI program to facilitate premiums collection and provide claim benefits. The unit drives the product evolution process from ideation to launch, and ensures deliverables meet the needs of all FAMLI program constituents, including employees and employers. Innovation and Technology also is the technical support organization that remedies production software issues. Work sections include user management and ID verifications, benefit payments, wage reporting, premium collections, account management and registration, and fraud and data analysis. Innovation and Technology maintains solutions for all FAMLI products by determining system performance needs, tracking up-time, knowing system data types, and ensuring appropriate security measures. It also serves as a point of contact for incidents, infrastructure upgrades, and license renewals.
Other duties include: create/maintain roadmaps, represent the voices of constituents, manage backlog, grooming and prioritization requirements, review and approve user stories, direct oversight of release management, tracking, and troubleshoot inter-team concerns and issues. Work unit builds and maintains MyFAMLI+Employer, MyFAMLI+Employee, Document Management System, Fraud Prevention Solution, and Data Analytics.
The success of the FAMLI program mission depends on a well-designed, reliable, and accurate system for facilitating user registrations, ID verification, user management, ingesting and calculating wages, facilitating premium payments and benefit payouts to those participating in the FAMLI program and seeking financial security. Product Owners/Analyst IIIs play a critical role in achieving goals and objectives as set forth by the
Innovation & Technology Leadership Team. Serves as subject matter expert on FAMLI Registration, Wages, Payments (RWP) value streams, including applicable policies and rules, operations areas and processes, and industry standards and customer expectations. Manages backlogs (priorities) including sprints, sprint cycles and stories. Acts as "go-to" team member and is delegated additional assignments by supervisor. Through on the job training, coaching and education, position is to develop into an Agile Product Owner.
Primary responsibility is to serve as Product Owner and maintain, groom, and prioritize backlogs for assigned value streams; responsible for final outcomes.
Act as primary 'voice of the customers' for all aspects of RWP. Analyze considerable amounts of data from various internal and external stakeholders. Recommend modifications to the various systems that manage the corresponding functionalities based on your findings, as well as potential technological advancements. Collaborate with cross-functional teams; develop consensus during sprints and sprint cycles. Act as point of contact with development teams for systems incidents and assume ownership for solutions and communicating critical information related to these issues. Create and update operational products, not limited to but including roadmaps, workflows, updates to structures and systems; maintain log of work to be completed. Manage day-to-day working relationships and daily activities with all vendors, including Five9 (IVR system/call center), Hyland/OnBase (document management), Deloitte (benefits), Slalom (premiums) and future vendors hired to provide product and/or technical support. Monitor vendor performance; hold vendors accountable to performance standards as stipulated in SLA. Negotiate delivery plans with vendor development to ensure business needs are met effectively. Maintain a cooperative, positive and highly effective partnership with all vendors. Assume administrative duties and participate in requirement, design, development, testing, deployment and maintenance phases of the product development lifecycle. Collaborate with engineering teams to automate workflows, processes, and tools to improve product quality and efficiency standards.

Education and Experience:

Bachelor's degree from an accredited institution in a field of study related to the work assignment.


AND


Two years of professional experience in a role demonstrating strong technical, quantitative, and analytical skills, experience with reviewing user stories and Acceptance Testing, experience planning, creating, working with and analyzing unstructured data, high degree of organization, individual initiative, and personal accountability, excellent communication skills to drive collaboration and alignment with stakeholders.
Preferred Qualifications:

  • Experience working on building large scale, mission critical digital systems
  • Have background in insurance or leave management systems
  • Have experience working with customers and gathering, analyzing potential for value add to the products

Must be comfortable making quick decisions and course correct developmental outputs to ensure optimal market fit of the deliverables.   • Collaboration: Ability to work effectively and build coalitions with key stakeholders, speak and write authoritatively and compellingly, resolve communication problems, and negotiate and manage competing interests. A readiness to forge connections with external stakeholders and take the initiative in leading efforts to address significant problems that might escalate by significant stakeholders.
  • Communication: Ability to communicate effectively orally and in written form with colleagues in different units, vendors, and internal/external stakeholders to ensure they are informed and engaged as projects move forward.
