Job description

Purpose Statement:
The job of Procurement Specialist is done for the purpose/s of researching and acquiring the necessary commodities and or services to support district operations; ensuring that district revenues are effectively utilized; providing instruction and guidance on order processing; providing documentation for audit trail of decision making and meeting required bidding
regulations.
Essential Functions
  • Administers one time and multi-year contracts for the purpose of ensuring appropriate documentation is received such as certificates of insurance, performance bonds, and licenses.
  • Conducts pre-bid and pre-proposal conferences for the purpose of answering any questions pertaining to solicitations to include drafting and issuing amendments.
  • Debriefs vendors on evaluation process and award of contracts for the purpose of responding in writing to any bid protests that have been filed.
  • Drafts and issues complex proposals and bid documents for the purpose of professional services and technicalcommodities to include determining pricing structure, terms and conditions, and compliance with School District Procurement Rules.
  • Establishes and chairs evaluation committees to include evaluating proposals and bids, for the purpose of conductingnegotiations with vendors, and documenting evaluation process.
  • Meets with vendors and staff to determine needs for the purpose of acquiring information and answer questions.
  • Performs other duties for the purpose of a similar nature or level.
  • Prepares bid and proposal specifications for the purpose of participating in the proposal and review process, conducting bid process, recapping of bid proposals, evaluating and recommending bid awards for Governing Board action, distributing award or non-award of bid notification, and preparing bid awards.
  • Resolve contractual problems on multi-year contracts for the purpose of to include issuing contract amendments if changes are needed.
  • Reviews requirements and researches current industry standards and the needs of department users for the purpose of ensuring compliance with the Arizona Revised Statutes School District Procurement Rules and Uniform System of Financial Records.
  • Verifies purchase requisitions for compatibility with District standards for the purpose of ensuring cost effective vendor sources are used.

Other Functions
  • Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. for the purpose of exchanging sufficient information and conveying it to receive work direction.
  • Prepares and makes oral and written information for the purpose of giving presentations.
  • Structuring complex documents for the purpose of drafting the documents.

Job Requirements: Minimum Qualifications
Skills, Knowledge and Abilities
SKILLS are required to perform multiple, technical tasks Specific skills required to satisfactorily perform the functions of the job include: Evidence of effective verbal and written communication skills. Computer and typing skills required. Prior experience with automated purchasing/warehouse systems is preferred.
KNOWLEDGE is required to perform basic math, including calculations using fractions, percents, and/or ratios; read technical information, compose a variety of documents, and/or facilitate group discussions; and understand complex, multi-step written and oral instructions. Specific knowledge required to satisfactorily perform the functions of the job
includes: Evidence of basic math skills. Knowledge of principles and practices of competitive procurement.
ABILITY is required to schedule activities, meetings, and/or events; often gather, collate, and/or classify data; and use job-related equipment. Flexibility is required to work with others in a variety of circumstances; work with data utilizing defined but different processes; and operate equipment using a variety of standardized methods. Ability is also required to work with a wide diversity of individuals; work with a variety of data; and utilize job-related equipment. In working with others, problem solving is required to analyze issues and create action plans. Problem solving with data frequently requires independent interpretation of guidelines; and problem solving with equipment is limited to moderate. Specific abilities required to satisfactorily perform the functions of the job include: establishing and maintaining effective working relationships communicating with diverse groups working as part of a team.
Responsibility
Responsibilities include: working under limited supervision following standardized practices and/or methods; leading, guiding, and/or coordinating others; and directing the use of budgeted funds within a work unit. Utilization of resources from other work units is often required to perform the job's functions.
Working Environment
The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling; some stooping, kneeling, crouching, and/or crawling; and some fine finger dexterity. Generally the job requires 80% sitting, 10% walking, and 10% standing. This job is performed in a generally clean and
healthy environment.
Experience Job related experience within specialized field with increasing levels of responsibility is required.
Education Community College and/or Vocational School degree with study in job related area.
