Summary
Strategic Supply Management (SSM) supports NYPA’S and NYS Canals Corporation VISION2030 and beyond with safe, risk averse, cost effective and timely Contracts. Upholds NYPA Values, Ethics, and Guidelines and enables NYPA to achieve its goals by being a strategic partner to our business stakeholders. Develops deep market knowledge aligning with NYPA’s major spend categories and leads in capability and technology to sustainably develop local economics and utilize diverse suppliers.
Drives compliance to New York State laws and NYPA procurement procedures for procurement practices. Provides guidance to enable business units make procurement decisions grounded in compliance, regulatory and policy standards. Develops and administers SSM policies and procedures applicable to all NYPA employees. Develops and conducts employee training to promote the accuracy of procurement contract data. Provides employees with a gateway to board review of procurement contracts. #LI-VB1
Responsibilities
- Create, execute, and communicate procurement policies and procedures and support the integration of corporate policies and procedures into procurement.
- Develop internal compliance with Supply Chain and Procurement policies, procedures, strategies, and guidelines on an ongoing basis.
- Develop material for quarterly trustee meetings, finance meetings and governance meetings
- Review award recommendation memos and associated documentation.
- Develop procurement annual report.
- Develop and execute procurement performance management (KPIs).
- Provide guidance, coaching, and support to SSM department on the interpretation of corporate and procurement policies.
- Work with SSM department to implement policy changes.
- Maintain knowledge of other initiatives / projects in the company that may interact with / affect SSM’s performance and operations and collaborate with necessary stakeholders

- Highly collaborative individual, who has proven ability to work cross functionally and build trusted and collaborative relationships with partners across all business units to achieve results
- Self-starter, ability to work independently in a fast-paced environment while delivering solid action-oriented results quickly.
- Has working-level knowledge of supply chain management concepts in procurement.
- Familiarity with knowledge area and the associated technologies, services, and practices.
- Working experience implementing policies and procedures.
- Excellent verbal and written communication and presentation skills.
Education, Experience and Certifications
- Bachelor’s degree
- Advanced Degree – Preferred.
- Minimum two years of compliance work experience.
- Experience in the Utilities industry – Preferred
Physical Requirements
- Up to 5% travel required.
