Position Summary

The Finance Procurement and Contracts Division is growing in 2024! We are looking for you to use your Procurement and contract professionalism with an exceptional aptitude for government contracting to support departments county-wide with Procurement and contracting services.
There are a minimum of four (4) positions open under recruitment. Here you will join a team that provides department and / or county-wide contract management, contract administration, guidance, compliance review, and consultative support for County procurement of goods, equipment, various services, and public work related contracts; support and oversee contract document development, negotiation, review and approvals; as well as work with all County departments to ensure goods and services ensure proper use of taxpayer funds and transparency for our vendor base.

The Finance Department consists of several divisions including financial management, risk management, and information technology. Pierce County Finance is responsible for Procurement and contracting, budgeting, accounting, health benefit management, worker safety programs and insurance, fleet and records management, and treasury services for the county and numerous independent districts.
Pierce County Procurement and contracting staff experience a wide range of contract types and solicitations. You will learn and grow under experienced and knowledgeable managers and subject matter experts. As a Procurement Contract Specialist, you will provide direction to internal and external stakeholders, help influence improvements and efficiencies in County processes, and support innovation and creativity to continue to build out the future of contracting and procurement at Pierce County. We are looking for technically strong professionals across all contract types. Your skills in creating, drafting, editing, and finalizing documents and processes to support Procurement and contracting is desirable.
How to be Successful in the Role:
Sound knowledge of Procurement and contracting to include solicitation and contract development, consistent implementation of laws, regulations, and policies, and monitoring for contract compliance is key to success in this position. We need someone who flexible, self-motivated, comfortable speaking confidently to both internal and external customers, excellent writing skills, and solution oriented. Change management and process improvement skills are highly desired.

Core Daily Responsibilities:
Procurement and Contracts Specialist 1
This position will have an active role in working with various County departments needing to acquire goods, personal and professional services, and public works contracts. You'll be bidding on goods, services, and construction related jobs, developing, and drafting contracts, and managing contracts from execution to closeout. In addition, this position may assist with administration of customer revenue contracts, operating agreements, and awards (grants).
  • Prepare informal and formal ITBs, RFPs, and RFQs for the procurement of goods and services and for publicly advertised technical, professional, engineering and construction service contracts.
  • Research, recommend and develop procurement methods, to include traditional and non-standard procurement methods.
  • Write and edit scopes of work; and review and modify contractual specifications for compliance with all laws, policies, and procedures.
  • Manage the procurement process from creation of solicitation documents up to Notice to Proceed.
  • Conduct and participate in the RFP/Bid evaluation process, assuring proposer/bidder responsibility and issue award letters.
  • Participate in and oversee negotiations, review rates, and advise County end-users on contractual issues.
  • Contract administration and closeout functions for all types of public contracts.

Procurement and Contracts Specialist 2
This position will be active in managing Procurement and contract administration for complex contracts. This position advises, negotiates, and makes recommendations regarding Procurement and contracting issues. You will take on Procurement and contract activities involving purchased, personal and professional services, information technology software and hardware related agreements, and public works construction.
  • Lead and / or perform Procurement and contract administration services for complex and high-risk contracts. Ensure all procurements and Contracts with federal funding meet federal, state and county requirements.
  • Independently develop, negotiate, execute, and administer unique, complex, high-risk, contracts.
  • Develop and update boilerplate language for all Procurement and contract documents, ensuring county forms are up to date. Maintain federal terms and forms as available. Develop specialized contract terms and conditions as needed for individual contracts.
  • Develop, recommend and implement county-wide policies, procedures and processes for procurement, contracting and contract close-out.
  • Create documentation and provide easy access to resources within the Central Procurement & Contract Services Division.
  • Assign work to a specific work unit and ensure tasks are completed correctly and timely.

Qualifications
Minimum Qualifications:

Procurement and Contracts Specialist 1:
• Two years of college-level coursework in accounting, data processing, business administration or related field.
• Two years of progressively responsible work experience in the area of public sector Procurement and contracting, accounting, or related field.
• Additional education and/or work experience which clearly indicates the ability to perform the essential functions of the position may substitute on a year for year basis for the recruiting requirements.
Procurement and Contracts Specialist 2:
• Bachelor's degree in public or business administration, or related area
• Two years of progressively responsible work experience in the area of public sector Procurement and contracting and,
• One year of supervisory or lead experience is required.
• Additional education and/or work experience which clearly indicates the ability to perform the essential functions of the position may substitute on a year for year basis for the recruiting requirements.

Vacation (Annual Leave)
After approximately six months, employees receive six days of vacation leave.
Since we value your experience, the amount of vacation you can accrue increases the longer you work with us. Vacation accrues on a bi-weekly basis for full-time employees as follows:

A maximum of 45 days may be carried from one year into the next.

Military Leave:
Pierce County has a proud history of supporting the armed forces and provides members of the armed forces with up to 21 days paid military leave per state fiscal year.
Holidays:
Some full-time employees are entitled to eleven paid holidays as follows:
New Year's Day - January 1

Personal Holidays:
Regular full-time and regular part-time employees, and employees occupying limited duration positions, shall also receive two additional paid personal holidays. Paid personal holidays shall only accrue for those employees on County payroll as of January 1 of each year or the first work day following January 1 and must be taken during the calendar year in which it was accrued.
Furlough:
Some Pierce County employees may be designated to receive 10 "furlough" days per year in lieu of holidays. Furlough days are available for use on January 1 and must be scheduled and taken within the calendar year. Employees who leave employment with Pierce County must reimburse the employer for used furlough days based upon the number of remaining holidays.
Sick Leave:
Sick leave accrues on a bi-weekly basis, at the rate of one day per month.
Insurance Benefits:
Employees and families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with very affordable monthly premiums that offer coverage throughout Pierce County. Employees are eligible to enroll each year in a flexible spending plan, which enables them to use tax-deferred dollars toward their health care and dependent care expenses. Retirement and Deferred Compensation:
Pierce County employees are members of the State of Washington's Department of Retirement System (DRS) and depending on the position or previous DRS enrollment will be able to enroll in one of many programs DRS offers. For additional information, check out the web site.
Employees also have the ability to participate in the Nationwide Deferred Compensation Plan. This is a supplemental retirement savings program that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security:
All Pierce County employees are covered by the federal Social Security and Medicare systems. The county and the employee pay an equal amount into the system.
