Job Description

The Transit division's fiscal team is hiring for a Procurement Analyst to provide professional work in the procurement of goods and services, particularly in accordance with Federal grant requirements. This position is located at the GoRaleigh Operations Center at 4104 Poole Road. The Procurement Department is devoted to providing professional procurement and contract administration services for the City. This position offers a hybrid schedule with an opportunity to telework.
Duties and Responsibilities
  • Coordinate with staff to prepare contract packages and ensure that all necessary procurement elements are included. Diligently track internal and external approval workflow through to final execution. Monitor and respond to approval delays in an efficient manner.
  • Provide training and guidance to suppliers and staff regarding procurement processes and systems; provide support in resolving issues and discrepancies; maintain communication with suppliers and internal customers providing support and timely information.
  • Review and analyze procurement data and processes; provide information and recommendations related to spending, payments, contracts, bid opportunities and/or process improvements.
  • Prepare, manage and submit procurement requisitions; monitor processes and workflow approvals.
  • Participate in internal and external audits and reviews, including annual Single Audit and Federal Transit Administration (FTA) Triennial Review. Maintain complete and accurate procurement records in accordance with federal, state and local requirements. Provide requested documentation during audits and reviews as needed.
  • Create and maintain tracking tools to streamline procurement processes. Identify areas for improvement and implements effective solutions.
  • Track lifecycle of all contract agreements. Anticipate expiration dates and other procurement actions and coordinate with staff on next steps.
  • Prepare procurement reporting, including required federal reporting related to Disadvantaged Business Enterprise (DBE) activities. Develop tracking tools to accurately capture requested data.
  • Provide professional support of functional activities which may include: supplier records management, accounts payable verification / reconciliation; and / or other related processes.
  • Prepare memos and other correspondence for management, city leadership and City Council to provide information and/or obtain approval for procurement actions.
  • Maintains current and comprehensive knowledge of federal, state and city procurement policies. Regularly attend trainings, read authoritative literature, and stays abreast of changes in regulations. Provide guidance to staff.
  • Prepare and maintain reports on purchase-related activities and metrics.

Typical Qualifications
Education and Experience
Bachelor's degree in business administration, finance or directly related field and one year of professional procurement experience involving the purchase of goods and services, preferably in the public sector.
OR
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
Licensing/Certifications
  • Valid North Carolina Class C Driver's License with a satisfactory driving record or ability to obtain within 60 days of hire.

  • Interpreting and applying applicable laws, codes, regulations and standards (based on assignment).
  • Providing customer service.
  • Utilizing a computer and relevant software applications.
  • Utilizing communication and interpersonal skills as applied to interaction with coworkers, supervisors, the general public and others to sufficiently exchange or convey information and to receive work direction.
