Who May Apply:
In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-12) in the Federal service, which demonstrates the ability to perform the duties of the position.
Specialized Experience Is Defined As:
- Current, permanent DFAS employees in the competitive service, eligible DoD PPP Military Spouse preference applicants and current DFAS VRA employees.
- A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
- Waivers: With the exception of Specialized Experience, the component acquisition career management authority may waive any or all of the requirements listed in this qualifications standard with respect to any employee of the Department of Defense if the board certifies that the individual possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated job performance and qualifying experience.

- Applying or interpreting acquisition regulations, contracting principles, laws, statutes, executive orders, procedures and policies applicable to pre- and post-award actions to effectively support, directly or indirectly, the award and administration of contracts.
- Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.
