Purpose/Introduction
Chevron Phillips Chemical (CPChem) is seeking a Process Safety Management (PSM) Superintendent to join the Environmental, Health, Safety, & Security (EHS&S) team for the Golden Triangle Polymers facility located in Orange, TX. This is an exciting opportunity to utilize your experience and be part of a team contributing to the design, startup, and operation of a new plant from the ground up. This position will be assigned to the project location in Orange, TX and will be a permanent position and member of the EHS&S team upon project completion.
Initially, the PSM Superintendent will be responsible for technical leadership and execution of Process Safety throughout the project phase by engaging employees in Process Safety programs including: PHA, MOC, incident investigations, PSI reviews, facility siting, etc. This position will support the GTP facility in all aspects of Process Safety. Additionally, this role is responsible for ensuring compliance with all federal regulations, industry standards as well as adherence to CPChem policies, procedures, and implementation of company best practices in alignment with contract documents. The successful candidate must be able to think creatively and provide innovative solutions to Process Safety-related problems facing the project. Following startup, the job functions will transition to a more traditional role characterized by normal plant operations. This position reports directly to the EHS&S Manager, GTP. #HPCP
Responsibilities

  • Provide Project Assurance for compliance with all applicable Process Safety-related regulations, industry standards and CPChem policies and procedures.
  • Serve as the Project Process Safety subject matter expert, including, but not limited to CPChem Global OE Standards relating to Process Safety, OSHA 1910.119, etc.
  • Support the Project Process Hazard Analysis (PHA) by providing subject matter expertise to the Contractors and Project Management Team on the CPChem HAZOP/LOPA and risk reduction processes.
  • Analyze PHA outputs and provide feedback to the team and facilitators, as necessary.
  • Support the Management of Change and Pre-start-up Safety Review process by participating in hazard evaluations, providing advice, training, and quality auditing of the process.
  • Lead and/or conduct Consequence Analysis Studies that generate a better understanding of the consequences of process incidents including building and facility siting.
  • Oversee risk mitigation studies including leading or coordinating facilitation.

Responsibilities (continued)
  • Support facility siting/building siting processes by ensuring program effectiveness and compliance with established CPChem standards.
  • Support the design teams by incorporating Process Safety into the design by employing inherently safer design, engineering controls, or administrative controls, as necessary.
  • Increase Process Safety awareness and fluency within the Project team (both CPChem and Contractor teams).
  • Support the site Incident Investigation process by being a CPChem-trained Why Tree facilitator to lead and/or participate in investigations in determination of root cause(s), as required.
  • Serve as focal point for the development of Process Safety Information (compatibility matrices, safety equipment specifications, consequences of deviations, critical operating parameter development, etc.).
  • Review and approve new chemicals requests.
  • Assist with the development and maintenance of the master IPL list.

Responsibilities (continued)
  • Classify and report Process Safety events as defined by CPChem policies and procedures.
  • Conduct Process Safety metric trend analysis and disseminate Process Safety metric information and/or trends.
  • Support the compliance auditing and performance measurement processes and assist in conducting formal internal audits of the various PSM program elements.
  • Support the CPChem Project Operational Readiness preparation and review process by leading the Process Safety-related activities.
  • Review, verify, and approve Process Safety related action items for completion, as applicable.
  • Participate in the creation of the Mechanical Integrity program by assisting with classification of mechanical integrity covered equipment, schedule creation/compliance, and development of inspection, testing, and preventative maintenance plans.

Skills / Abilities
  • Demonstrated experience in hazard analysis, risk assessments, Process Safety incident investigations, and audits of Process Safety and risk management programs.
  • Familiarity with safety and Process Safety regulations and concepts.
  • Demonstrated experience in understanding of Process Safety and risk management regulations and best practices, including, but not limited to, OSHA 1910.119.
  • Demonstrated experience in participating in or facilitating hazard analyses, risk analyses, incident investigations, and/or PSM compliance audits.
  • Demonstrated experience with HAZOP/LOPA processes and procedures.
  • Demonstrated experience with Facility Siting processes and procedures.
  • Extensive understanding of risk analysis and mitigation.
  • Demonstrated analytical and problem-solving abilities.
  • Computer skills commensurate with job responsibilities.
  • Demonstrated ability to be customer-focused, results-driven and effectively collaborate and work with personnel at various levels throughout the company.

Required Qualifications
  • Bachelor's degree in engineering or related field.
  • Minimum of five (5) years of experience in a refinery or petrochemical manufacturing facility.
  • 5+ years of PSM and/or process operations experience.
  • 2+ years of Process Safety leadership experience.

Preferred Qualifications
  • Experience with a variety of Process Safety qualitative and quantitative risk analysis techniques and familiarity with dispersion and consequence modeling methodologies.
  • Previous experience using PHAPro or Stature computer software.
