Position Information
THIS RECRUITMENT IS PROMOTIONAL ONLY. YOU MUST PRESENTLY BE A FULL- OR PART-TIME REGULAR OR PROBATIONARY COUNTY OF SONOMA, COMMUNITY DEVELOPMENT COMMISSION, SONOMA COUNTY FAIRGROUNDS, OR SONOMA COUNTY WATER AGENCY EMPLOYEE IN ORDER TO APPLY FOR THIS POSITION.
The Probation Department has requested a department promotional certification to fill two Probation Industries Field Supervisor positions. Only qualified permanent and/or probationary Probation Department employees on the eligible list may be eligible for referral to the department for the advertised position. This employment list may also be used to fill future full-time, part-time, or extra-help (temporary) positions as they occur during the active status of the list.
Probation Industries Field Supervisors oversee Probation Industries Crew Supervisors who are responsible for directing work crews of adult/juvenile offenders engaged in carrying out maintenance, landscape, construction, and industrial production projects. Additionally, as first-line supervisors, these positions are responsible for:
  • Providing safety briefings and updates to subordinate staff
  • Communicating with Probation Officers and Work Release supervisors
  • Maintaining inventory, arranging repairs, and purchasing vehicles, trailers, heavy
    equipment, small machinery, and tools
  • Coordinating and collaborating with city, county, and state agencies regarding project
    requests
  • Managing current workload by planning and assigning crews and staffing to contracted projects
  • Training new and existing staff on protocols and processes
  • Drafting project proposals and evaluating proposed costs/estimates and timeframes associated with projects
  • Performing daily site visits for work performed
  • Promoting teamwork amongst teams and staff
The ideal candidates will have proven leadership and supervisory skills, foster collaborative team environments, and enjoy being creative problem-solvers. Additionally, these candidates will possess:
  • Excellent communication and interpersonal skills to establish and maintain effective working relationships
  • Strong cultural competency in working with diverse backgrounds/ethnicities
  • Project oversight and management experience
  • Experience working with small tools, small machinery, and heavy equipment
  • Thorough knowledge of worksite safety elements, including awareness of peace officer roles and responsibilities, equipment safety/maintenance, and OSHA requirements
  • DOT Heavy Equipment operator and/or any trades licensures are desirable, as well as
    experience in trailer hauling

Minimum Qualifications
Education and Experience: Any combination of training and experience which would provide the opportunity to acquire the knowledge and abilities listed. Normally, two years of full time experience as a Probation Industries crew supervisor, correctional officer with construction background, construction superintendent, contractor, project manager or job site foreman. Coursework or experience in project management, as well as licensure as a general contractor, a landscape contractor, a journey level experience in one or more skilled trades such as carpentry, plumbing, masonry or electrical is desired.
License: Possession of a valid California driver's license at the appropriate level including necessary special endorsements, as required by the State of California, to perform the essential job functions of the position must be acquired within the first 90 days of employment.
Background Requirement: Incumbents shall not have been convicted of a felony in this state or any other state or in any federal jurisdiction, or of any offense in any other state or in any federal jurisdiction, which would have been a felony if committed in this state, nor be under current formal probation supervision.
CANDIDATES CERTIFIED FOR EMPLOYMENT MUST BE WILLING TO UNDERGO AN IN-DEPTH BACKGROUND INVESTIGATION, INCLUDING A PSYCHOLOGICAL EVALUATION, CRIMINAL HISTORY CHECK, AND A MEDICAL EXAMINATION.
Citizenship Requirements: Permanent resident aliens who wish to be employed as peace officers must apply for citizenship prior to application for such employment. Permanent resident aliens must cooperate with the U.S. Department of Immigration in meeting all requirements for U.S. citizenship, or he/she shall be disqualified for peace officer status.
Knowledge, Skills, and Abilities
Considerable knowledge of: materials, equipment, supplies and procedures used in maintenance, landscape, construction and industrial production projects; the techniques and skills necessary to provide the leadership role in supervising and directing the activities of subordinate personnel; cost estimating for construction projects including project management, materials, time frames and equipment; occupational safety and health practices and procedures which relate to construction and maintenance activities.
Working knowledge of: principles of written and oral communication and report writing techniques, including language mechanics, syntax, and English composition; advanced first aid techniques and practices, including cardiopulmonary resuscitation; working knowledge of principles of supervision and training; construction plans, specifications, common symbols and abbreviations used on architectural drawings.
Ability to: read blueprints and specifications; exercise good judgment and decision making and adopt an effective course of action in an emergency situation, with limited or no supervision; effectively supervise staff engaged in various construction, industrial, and maintenance work activities; establish and maintain effective working relationships with staff, county departments, community agencies and representatives; work outdoors for extended periods under varying weather conditions; work different shifts and weekend and holidays; interpret and enforce institutional rules, regulations and other policies with firmness, tact and impartiality; read and interpret project plans and specifications in the field checking for project compliance and material specification requirements; keep accurate records related to projects costs, labor, time and materials; physically apprehend and/or restrain offenders in the line of duty.

The selection procedure will consist of the following examination:
An Application & Supplemental Questionnaire Appraisal Examination (weight 100%) will be conducted to evaluate each applicant's application and supplemental questionnaire for satisfaction of minimum qualifications (pass/not pass); and for educational coursework, training, experience, knowledge, and abilities which relate to this position. Each applicant will be evaluated based on the following criteria:
  • Relevance of work history, related experience, and achieved level of education and/or training as described in the application and responses to the supplemental questions.

Candidates demonstrating possession of the minimum qualifications will be placed on an employment list in order of most qualified to least qualified based on the achieved score received in the Application & Supplemental Questionnaire Appraisal Examination. Scores may be adjusted based on such factors as the number of candidates, anticipated vacancies, past practice, and natural breaks in the scores achieved by this group of candidates.
BACKGROUND INVESTIGATION
It is the policy of law enforcement and legal offices and departments, in the County of Sonoma, that candidates complete a thorough background investigation process prior to employment. This policy is imperative to keep the department's employees and the public safe and to maintain high standards in the law enforcement community. Candidates referred to departments for a selection interview are typically required to sign authorization and release forms enabling such an investigation. Failure to sign prescribed forms will result in the candidate not being considered further for that vacancy. Reference information will not be made available to applicants.
The background investigation will include a thorough assessment of a candidate's personal, employment, educational, criminal, and credit history. The investigation may include but is not necessarily limited to: the use of prescription and/or other drugs, reports from former employers, friends, family members, educational institutions, law enforcement agencies, credit reports, court reports, public records search, and/or other relevant sources. Candidates must be honest and forthcoming about information that may arise during the background process. Deception during any portion of this process is grounds for disqualification, even after employment.
All candidates will be required to take a pre-employment medical examination. The pre-employment medical examination will include drug testing as part of the medical examination for all applicants and for all current employees who are offered employment with the Offices/Departments. Additionally, candidates may be required to take a pre-employment psychological examination. The results of these examinations and the background investigation shall be confidential and shall not be available to the candidate for review. Issues that arise during the investigation process will be assessed, and judgment and discretion will be used to determine the employability of the candidate. Where there is evidence of a candidate's past use of controlled substances, many factors shall be used to determine the employability of the individual such as a pattern of use, kind of drug used, circumstances of the start of the drug use, treatment, behavior, and attitude since discontinuance, etc. Please note that a history of using controlled substances does not result in automatic disqualification from the selection process. Prior to disqualifying any candidate whose profile falls within the provisions of the policy, the candidate shall be given the opportunity to present any and all evidence of mitigating facts that the candidate feels should be considered by the hiring authority.
