Duties
  • Supports the XPub Development team which is responsible for implementing and maintaining the XPub Enterprise Client and Server Applications.
  • Creates, Edits, Validates and Publishes semantically rich XML documents that validate against target Document Type Definitions and XML Schemas
  • Provide guidance, training, assistance, and operational support with creating, editing, validating, and publishing XML documents using the XPub system and commercial XML editors.
  • Tests XPUB between releases and assists users in achieving proficiency with the XPUB system.

Qualifications
To qualify for the Printing Services Specialist, PG - 1654 - 12 , you must meet the following requirements:
For the Printing Services Specialist series, qualifications can bet met by an Individual Occupational Requirement (IOR) or Specialized experience at the next lower grade level in that series:
INDIVIDUAL OCCUPATIONAL REQUIREMENT
Education: Possess Undergraduate AND Graduate Education in any of the following major fields of study: journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics.
OR
SPECIALIZED EXPERIENCE
Specialized Experience PG-1654-12: Applicants must possess one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the PG-1654-11 grade level in the Federal Service. Examples of qualifying specialized experience include:
  • Determining specifications for the printing of manuscript, i.e., selection of typography, layout, composition, format, paper stock, and other printer's instructions.
  • Negotiating or administering contracts for procurement of manuscript and illustrations, printing, binding and allied services, or printing stocks (paper, inks, etc.).
  • Managing a printing plant that produces printing either for the government or private industry customers.
  • Performing production control work in a large printing plant.
  • Serving as a sales representative for a wide variety of printing equipment.
  • Analyzing the price and cost of preparation and production of printing.
  • Planning, estimating, and scheduling printing on a full-time basis for a variety of publications.
  • Performing substantive administrative support or policy functions directly related to publishing and printing program management or operations.

In addition to the above, you must possess one year of specialized experience equivalent to the PG-11 grade level or higher in the Federal Service that includes:
1.) Working with customers providing advice and making recommendations to successfully meet their publishing needs.
2.) Experience with XML documents, including but not limited to XML structure, XML tagging, well formedness, and semantic validity.
3.) Use of web-based applications, spreadsheets, and similar tools to collaborate with team members, track work, and report on progress.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education in lieu of specialized experience may not be used for this grade level.

For a Suitability:
To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy; this position requires a background investigation for Suitability. To meet those standards, all selected applicants must undergo and successfully complete a background check for Suitability. This review could include fingerprints and credit checks, as well as a full field FBI background investigation and tax and bar checks for attorney applicants. The background investigation covers a period of seven to ten years depending on the nature of the position; this process may take 6 weeks or longer. The Agency may rescind the tentative offer, if the candidate is unable to pass the background investigation.
