Dynamis is seeking a Preparedness Subject Matter Expert (SME) to provide program and administrative support for the Federal Emergency Management Agency's (FEMA) Individual and Community Preparedness Division (ICPD). The Preparedness SME will advise on preparedness, communication, program and project management, and other ICPD initiatives as needed. The Preparedness SME shall have demonstrated knowledge of and prior experience in whole community emergency preparedness, resilience, and disaster response, including public outreach and community-based and private-sector programs, with a specific focus on underserved communities.
Responsibilities:
- Develop a Capacity Building Promotional Package to include an outreach strategy and promotional products as well as periodic capacity program updates, including resilience roadmaps, preparedness guides, and training
- Develop a Citizen Responder Promotional Package, to include an outreach strategy and promotional products focused on disaster preparedness programs, Community Emergency Response Teams (CERT), and public actions in emergency response.
- Support activities to strengthen the national personal resilience posture, including designing, and implementing new programs, updating/enhancing existing programs, conducting stakeholder engagement and focus groups, writing reports, and developing presentation materials.
- Propose additions and updates to content for the Protective Actions site based on the outcomes of protective actions research activities.
- Support development and updating of hazard information sheets.
- Support efforts to promote the learning agenda and engage stakeholders to collect and share data to help answer learning agenda questions. This includes developing and updating a promotional package and strategy and promotional products (e.g., webinars, listening sessions, learning agenda website updates, communications, etc.).
- Support youth preparedness programs, including the Youth Preparedness Council (YPC), including administrative and program support, collecting and reporting on program metrics, maintaining a tracking tool, and designing preparedness projects).
- Support development of new programs as needed, include curriculum development.
- Provide general administrative and operational support to government executive managers as needed.
Requirements:
- U.S. Citizenship
- Bachelor's degree (Master's degree preferred)
- Ability to obtain and maintain DHS FEMA suitability determination
- Minimum of five years' relevant experience in community emergency preparedness, resilience, and disaster response at the state, local, tribal, and territorial (SLTT) level(s)
- Experience conducting public outreach and community- and private-sector based preparedness training and awareness campaigns.
