The Port Engineer is responsible for planning, organizing and directing the activities of the Port of Palm Beach District, including the design and construction of new and modified facilities, review of major tenant improvements, implementation of required surveys, and inspection of ongoing and completed projects. The Port Engineer is responsible for investigating, estimating, planning and scheduling labor and materials for all capital projects and small works maintenance contracts in conformance with established policies, procedures, regulations and Port objectives. Additionally, the Port Engineer manages formulation, adoption, and implementation of engineering policies, procedures, programs, and measures for the Port. The Port Engineer maintains relations with consulting engineers, contractors and other organization and negotiates critical and controversial issues with the same.
Valid Florida Driver’s license, security background check, drug, alcohol, and health screenings are required as condition of promotion or employment.
MINIMUM QUALIFICATIONS:
  • Four-year ABET accredited Bachelors degree in Engineering, with emphasis in structural, civil, preferably coastal engineering.
  • Additional graduate level courses in engineering are highly desirable. 
  • Previous job experience required should include a minimum of 10 to 15 (ten to fifteen) years of experience in project engineering as applied to the design and construction of Port or related large capital projects. 
  • Previous management and supervisory experience is required. 
  • Construction experience is highly desirable. A licensed professional engineer certification is required (Register Civil or structural Engineer in Florida (or able to acquire via reciprocity).

Knowledge, Abilities and Skills:
  • Knowledge of construction and construction sequencing.
  • Basic knowledge of civil engineering and design.
  • Ability to review, understand and interpret engineering construction plans, and specifications.
  • Ability to effectively communicate with and supervise work of contractors, consultants, office and staff.
  • Knowledge of safety policies and procedures involving construction activities…  
  • Thorough knowledge of the principles and practices of Port management and public and business administration.
  • Thorough knowledge of all federal, state and local regulatory requirements applicable to the management and operation of the Port including security, safety, operations and emergency procedures. Experience with applying for State & Federal grants. 
  • Thorough knowledge of the funding process in a governmental environment as related to budgeting, cost accounting, financial planning and management.
  • Thorough knowledge of the principles, practices and procedures of supervision, organization and administration.
  • Thorough knowledge of marine or related terminal facilities, industrial relations and trade promotions.
  •  Thorough knowledge of environmental issues and compatible land-use related to seaport development and operations. Familiar with Port engineering issues.  Skilled in marine structural and civil engineering with knowledge of pile supported structures, sheet pile bulkheads, dredging, container yard and roadway paving and drainage, underground water & sewer utilities, and electrical service.
  • Ability to plan, implement and coordinate technical and administrative programs.
  • Ability to exercise sound judgment in decision making.
  • Ability to evaluate performance of the organization and correct as necessary.
  • Ability to make public presentations and explain technical data to a non-technical audience.
  • Ability to express ideas effectively, both orally and in writing.
  • Ability to establish and maintain effective working relationships with the general public, co-workers, elected and appointed officials and members of diverse cultural and linguistic backgrounds regardless of race, religion, age, sex, disability or political affiliation.

ESSENTIAL PHYSICAL SKILLS:
  • Acceptable eyesight (with or without correction).
  • Acceptable hearing (with or without hearing aid.
  • Ability to communicate both orally and in writing
  • Light (up to 15 pounds) lifting and carrying.
  • Depth perception.
  • Distinguish colors.
  • Ability to walk and climb on even surfaces such as construction sites up to one mile.

ESSENTIAL JOB FUNCTIONS:
  • Plans, organizes and directs engineering services including design and construction of new and modified facilities or repair of existing facilities within the Port. This includes the preparation of conceptual designs, plans, specifications, and cost estimates; preparation of bidding and contract awards; and administration of construction in progress. Analyzes key public issues and develops outreach strategies. Identifies communication messages for internal and external dissemination.
  • Manages development and implementation of departmental policies, procedures, programs, and represents Port management in presenting such policies and programs to Port Commissioners, customers, and local officials. 
  • Oversees the development and administration of the engineering operating renewal & replacement and capital improvement; recommends funds needed for staffing, equipment, materials and supplies; approves expenditures and implements budgetary adjustments. 
  • Leads and manages direct reports. Plans, coordinates and directs all activities of the engineering department; developing and monitoring annual work plans and performance measures for service areas. Manages engineering, construction administration and staff; assigning tasks, reviewing work of employees under direct supervision, and providing performance feedback.
  • Recommends major modification of Port structures and provides engineering approvals on plans and other documents, as required. Reviews plans and specifications for tenant improvement projects.
  • Manages the Port’s surveying activities, which includes reviewing survey drawings and related real estate property descriptions.
  • Collaborates with other Port staff and management to provide technical support and advice in negotiations with prospective and existing Port customers. Maintains collegial relationships with consulting engineers, contractors, local officials and other organizations; negotiates critical and controversial issues with the same. 
  • Prepares scope of work and technical specifications for projects and services; knowledge of Florida Consultant Competitive Act (CCNA) guidelines with working knowledge of State and Federal procurement regulations. 
  • Performs related duties as assigned.

The desired candidate will possess working knowledge in maritime industry operations and practices coupled with knowledge of the principles and practices of structural, civil, electrical, and mechanical engineering, principles and practices of construction administration, project scheduling and management, and budget preparation and administration are required.
Ability to demonstrate exceptional leadership skills, along with demonstrated strategic planning skills. The ability of proficiently organize and direct the functions of all engineering/construction management projects. Must be highly organized, decisive and an innovative manager with strong communication and interpersonal skills who is a collaborative manager with problem resolution skills, excellent judgment and unquestioned integrity. Strong attention to detail, the ability to work under pressure, the ability to anticipate and plan for potential contingencies, the ability to multi-task, motivate and to lead multi-departmental teams and external coalitions with a positive attitude is a key requirement.
