Job Duties:
The Department for the Blind and Vision Impaired (DBVI) organizational objective is to enable blind and vision impaired individuals to achieve their maximum level of employment, education, and independence.
We are seeking a Policy, Planning & Evaluation Director to provide data governance, policy, legislative and regulatory direction for the DBVI and the Virginia Rehabilitation Center for the Blind and Vision Impaired. (VRCBVI).
The purpose of this position is to:
- Translate business requirements into data governance strategies and provide information for decision making to
various stakeholders from different functions. - Measure and demonstrate the value and impact of data governance initiatives on agency outcomes.
- Identify, assess, and resolve data quality issues, and ensure data consistency and accuracy.
- Use data analysis and visualization tools to generate insights and reports from data.
- Adhere to the principles and standards of data protection, privacy, and security.
- Ensure that data is collected, stored, accessed, and used in a responsible and ethical manner.
- Plan, execute, and sustain data governance initiatives and transformations.
- Engage and influence stakeholders and foster a data-driven culture and mindset across the organization.
The ideal candidate will have:
Knowledge/Experience:
- Broad understanding of the legal and regulatory frameworks governing data usage, privacy, and security.
- Knowledge of policy, regulatory, and legislative development and analysis in state and federal governments.
- Knowledge of the ADA, FOIA, HIPAA, PII and Virginia's Administrative Code.
- Demonstrated ability to lead a team of professionals, fostering a collaborative and high-performance work environment.
- Demonstrated skill in written and verbal communications across multiple platforms, including public speaking with ability to provide timely and accurate updates.
- Considerable combined experience in data governance, data analysis, policy development, legislative affairs and regulatory management in a government setting.
- Experience distilling complex information and data into clear, concise and comprehensible reports and presentations to diverse audiences.
- Demonstrated ability to oversee budget and allocate resources effectively to achieve organizational goals.
- Considerable project management experience.
- Strong data analysis skills with experience modeling, interpreting and communicating data.
- Ability to manage multiple projects at the same time.
- Capacity and skill to conduct research in order to evaluate data and synthesis knowledge.
- Ability to coordinate agency response to notices of rulemaking.
- Ability to understand the agency's business requirements to develop strategies, plans, information, and reports.
- Supervisory skills.
- Strong interpersonal, negotiating, and conflict-resolution abilities.
- Ability to adapt to evolving policy and legislative landscapes and adjust strategies accordingly.
- Proficient in technology application, including Microsoft Teams, Excel, and Power BI
