Marstel-Day, LLC, a premier environmental consulting firm, is seeking a Policy and Land Use Analyst to review and analyze federal and state policy updates, to analyze compatible Land Use challenges, to support engagement efforts, and to support partnership opportunities. Efforts may include engagement with local, regional, state, and national representatives from public, private, and non-profit sectors. Incumbent may support legislative and regulatory analyses, community partnership efforts, compatible Land Use efforts, and diverse planning efforts including master planning, sustainability, resilience, conservation, and environmental planning requirements. Partnerships often focus on compatible Land Uses, protection of important habitats, and supporting and enhancing regional resilience.

Task may include:

  • Provide program support for communication, outreach and engagement planning, community planning, media monitoring, military affairs, range and training areas and aircraft operations, and development of planning tools and studies.
  • Analyze legislative and/or regulatory policies and develop correspondence, summaries, and executive assessments.
  • Conduct analyses and provide written reports, Land Use plans, studies, information papers, and briefs.
  • Develop communication and outreach materials.
  • Support engagement with agency officials and partners to identify and execute shared opportunities to advance resilience and compatible Land Use programs, plans, and projects.
  • Other duties as assigned.


Qualification Requirements:

  • Bachelor’s degree in planning, policy, sciences, and/or communications fields; Master’s degree preferred.
  • 5+ years’ experience of policy analysis, collaborative planning and engagement processes, including engaging with stakeholders that may have diverse interests. More experience is a plus.
  • Knowledge of California and/or Arizona policy issues.
  • Knowledge of the military services and the Department of Defense is preferred.
  • Knowledge of master planning, resilience, or sustainability planning principles is a plus.
  • Project Manager experience for Federal projects is preferred.
  • Self-motivation and ability to work independently in flexible work environment.
  • Excellent writing, communication, and analytical skills.
  • Proficiency in the use of Microsoft Word®, Excel®, Outlook® and PowerPoint®.
  • Occasional travel required to support meetings and site visits, often in San Diego or Sacramento, CA (Typically for short trips of 1-3 days/trip, approx. 5-6 times/year).

The incumbent must:

  • Be eligible to work in the U.S. (DHS Form I-9 must be completed by the incumbent and submitted to DHS for verification of citizenship and eligibility through E-Verify)
  • Submit to a background check as a condition of any final offer of employment.
  • Submit to required background and credit checks in order to obtain and maintain a secret clearance. This required contingency and evaluation continues even after hiring.
