Definition
The Puyallup Police Department is hiring for its Police Services Specialist position, which is part of the Community Policing Unit.

This is an entry level civilian law enforcement position. The successful candidate will be responsible for reporting and follow up of other non-criminal incidents, assisting in crime prevention activities, and other law enforcement services and duties as required. A significant degree of initiative, independent judgment, and discretion is required. The ability to positively interact with community members and professionals from other government agencies is required of incumbents to develop, maintain and successfully perform this customer service position. The Police Services Specialist position is a limited commission status.
The City of Puyallup is a community of 43,000 and is situated at the foot of scenic Mount Rainier. Essential Functions
  • Performs parking enforcement functions within the City limits.
  • Signs complaints and issues citations for violations of the Puyallup Municipal Code related to photo enforcement.
  • Assists with crime prevention, public education, and acts in collaboration with other community organizations.
  • Uses discretion effectively to determine a proper course of action consistent with a community oriented problem solving approach in support of the Police Department objectives.
  • Assists the general public with non criminal requests-for-service which do not require a sworn officer to perform in order to provide community service.
  • Provides and answers inquiries from general public.
  • Types, files, and obtains police reports and records as needed to assist Records personnel in the completion of their tasks.
  • Appears as witness before the court in reference to issuance of citations for the violation of City of Puyallup Municipal Code.
  • Operates Department computer system for data retrieval.
  • Safely operates city vehicles in performance of job duties.
  • Maintain regular, reliable and punctual attendance.
  • Performs other duties as assigned.

Qualifications
Knowledge of:
  • State and local parking codes and regulations.
  • Department policies, rules and regulations, especially related to parking issues and infractions.
  • Excellent written and oral communication skills.
  • Modern office procedures, practices and computer systems and software.
  • Basic communications center procedures and operational characteristics of computer aided dispatch, and NCIC/WACIC teletype equipment.
  • Mathematical skills, plus filing and cross-indexing procedures.
  • Familiarity with records management systems and other relevant technology and techniques.
  • SharePoint and Cloud-based technology.

Ability to:
  • Perform work with tact and impartiality.
  • Deal effectively and courteously with citizens and department employees.
  • Communicate effectively both verbally and in writing in the English language.
  • Use common office software including Microsoft Office and applicable specialized law enforcement software.
  • Establish and maintain positive, effective working relationships with Police Department staff and other City personnel.
  • Understand and follow the policies, procedures and services of the department and the City.
  • Communicate effectively with persons in physical or emotional distress.
  • Obtain complete and accurate descriptive information by telephone and translate information into required police report format.
  • Maintain records and files and prepare accurate and complete reports.
  • Handle multiple activities simultaneously while maintaining attention to detail.
  • Ability to exhibit imagination, initiative and problem solving capability in coping with a variety of law enforcement oriented assignments.
  • Perform in a manner which reflects the City and Police Department mission, values and goals.
  • Maintain composure during stressful or critical law enforcement incidents.
  • Work outdoors in a variety of weather conditions.
  • Safely operate city vehicles, including scooter style vehicle, in performance of job duties.
  • This position may require the person to be uniformed but does not allow the carrying of a firearm.

EDUCATION AND EXPERIENCE
Graduation from high school or equivalent. Two years of work experience in public contact with an emphasis on law enforcement activities. Or, a combination of education, experience, and training that indicates the ability to successfully perform the essential functions of the position listed above.
SPECIAL QUALIFICATIONS
  • Minimum 21 years of age at time of appointment.
  • Possession of or the ability to obtain, and maintain throughout employment, a valid Washington State driver's license.
  • Ability to pass a comprehensive background, including polygraph, psychological evaluation, and medical examination.
  • Bilingual English/Spanish language skills highly desirable.

Physical Characteristics and Work Environment
While performing the duties of this job, the employee is regularly required to talk and hear. Employee frequently is required to sit, stand, walk, use hands and fingers to handle or feel objects, tools, or controls; reach with hands and arms; climb or balance; stoop, kneel, or crouch. While performing the duties of this job, the employee is regularly required to run, jump, push, pull, drive safely and at times in adverse conditions.
Employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities with or without correction required by this job include close vision, distance vision, peripheral vision, and depth perception, the ability to adjust focus, and normal color vision. Work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
Employee generally works 60% outdoors and 40% indoors (including time spent in a vehicle.) Employee goes from being seated in a docile position in their office to a highly energized position, and then return to the docile position. The job can be very fast paced and may require quick changes in pace within a short period of time. While performing the duties of this job indoors, the work environment is generally in a temperature controlled office. Employee regularly works outdoors at all times of day and in all weather conditions. The noise level in the work environment is usually moderate. Moderate in the office to higher level of noise in the field.
SELECTION PROCESS
Those applicants whose qualifications most closely correspond to the City's current needs will be contacted for interviews and/or testing. The appointing authority may conduct second interviews.

Hours of Work - This position requires shiftwork and may include rotating shifts and weekends. The normal work schedule is anticipated to be Monday- Friday 7:30 a.m. - 4:00 p.m. with an unpaid 30 minute lunch period.
