The Opportunity
The City of Tumwater is recruiting for a Police Services Specialist II position. This position offers variety, the opportunity to work with the public, and to provide service to the community. This job is responsible for ensuring compliance with the City of Tumwater municipal code, including investigating possible violations and working with property owners. This position also assists police officers with transporting people who are in custody, managing traffic at crime and collision scenes, and responding to a variety of calls for service that do not require a police officer. Our PSS II staff work directly with a Patrol team and play an integral role in protecting the health and safety of the community.
Essential Job Duties
The essential functions of this position include, but are not limited to:
  1. Assists officers with the transport of suspects to jail; from jail to and from court appearances; and, provides security for prisoners during District Court appearances and at medical facilities.
  2. Service of arrest warrants or taking suspects into custody at the order of a District Court judge or commissioner.
  3. Perform physical searches of transported individuals and vehicles.
  4. Assists officers with traffic control at crime or collision scenes.
  5. Responds to/transports recovered found or stolen bicycles and other property as needed.
  6. Responds to reported parking violations; assists disabled motorists.
  7. Manages the traffic team radar reader board equipment at designated sites around the city.
  8. Monitors and enforces a variety of ordinances, codes, and regulations related to zoning, land use, nuisances, building codes, health and safety, and other matters of public concern.
  9. Conducts detailed investigations into City Municipal Code violations; attempt to contact at residence or business to resolve violations; interviews witnesses and violators; analyzes and interprets data; collects and processes evidence; participates in code violation investigations with other City department representatives; issues and posts warning notices, notices of violation, corrective notices, and orders to comply; works with other local, state or federal agencies in enforcement of City code violations.
  10. Recommends revisions, and through personal contact with the public, assures compliance when discrepancies with codes and regulations are noted; confers with supervisor on disputed or exceptionally difficult cases to determine compliance with codes and ordinances, and for the prosecution of violations; issues stop-work orders and/or correction notices as directed.
  11. Maintains accurate and complete records of inspection, investigations, and other work performed; prepares reports for written or oral presentation; prepares reports about code violations in preparing cases for legal action.
  12. Uses computers to enter, process, and acquire data relative to complaints, inspection sites, and effective Code Enforcement and complaint research.
  13. Prepares incident reports, confers with the City and/or Prosecuting Attorney; testifies in a City hearing and/or at Thurston County Court.
  14. Performs other essential or supplemental duties as required.

Knowledge, Skills, and Abilities:

  8. Ability to safely operate a variety of police vehicles.

  11. Ability to complete regular defensive tactics training.
  12. Ability to prepare basic correspondence and reports.
  13. Ability to testify in hearings or trials.
  14. Answer questions from the public based on working knowledge of the activities of the police department
  15. Understand and follow security protocols.
  16. Maintain effective, courteous, and tactful public relations with the general public and fellow employees.
  17. Independently perform a full range of municipal Code Enforcement and compliance duties.
  18. To interpret and apply applicable codes ordinances and regulations related to zoning, nuisance abatement, and health and safety issues; and specifications and compare them with site conditions or with provisions of the code.
  19. To enforce various codes and regulations with firmness, tact, and impartiality.
  20. To de-escalate conflict; establish and maintain effective working relationships with coworkers and the public.
  21. To operate personal computers to complete various office tasks.
  22. To express ideas clearly and concisely, orally and in writing to groups and individuals.

Minimum Qualifications:
  1. You are a citizen or a lawful permanent resident of the United States
  2. You have received a high school diploma or achieved a G.E.D.
  3. You are at least 21 years of age or will be at the anticipated time of hire
  4. You have a 5-year driving record acceptable to the City's insurance provider
  5. You have attached a Cover Letter expressing your interest in the position

Preferred:
  1. Completion of college-level course work or specialized training and/or in criminal justice or public administration, or one year of experience in technically related subjects in building trades or Code Enforcement which required general knowledge and application of related codes which involved a high level of public contact including some experience dealing with the public in an enforcement, inspection, investigation, or customer service capacity is preferred.
  2. Experience with the enforcement of municipal codes is highly desirable.

Training/Licenses/Certifications:
Must have a valid Washington State Driver's License or have a valid driver's license from another state and are eligible to obtain a Washington State Driver's License.

Supplemental Information
Contacts: There are daily interactions with police personnel and from diverse individuals within the community to include residents, visitors, businesses, and other key stakeholders.
Supervision: Direct supervision is provided by the Training Lieutenant for assignment of duties, review of work progress, and/or the close review, evaluation and guidance of ongoing, and completed tasks.
Accountability: The Police Services Specialist II is accountable for assisting officers with the transportation of prisoners taken into custody to area jails; for assisting officers with scene security at collision and crime scenes; and, for investigating code violations within the city limits.
Working Conditions:
  1. Positions in this class require regular attendance.

  3. Work can include periodic exposure to weather extremes and exposure to numerous distractions, noises, and interruptions.

Physical requirements:
  1. This position requires the physical strength to exert force and/or occasionally lift or carry objects in excess of 50 pounds.
  2. The ability to perform tactical self-defense in the event of an escape attempt by a prisoner.
  3. The endurance to frequently move about from location to location on foot
  4. The ability to see and hear constantly.
  5. Frequently required to remain seated or standing for extended periods.
  6. Frequently reaches and uses hands, arms, and/or feet and legs, including carrying, pushing, pulling, handling and grasping.
  7. Repetitive hand motion associated with computer data entry.
  8. Periodically required to kneel, crouch, bend, stoop or crawl.

The following is an overview of the benefits available to the regular-status, non-represented employees of the City of Tumwater (benefits for part-time employees will be pro-rated):
Vacation: Regular full-time City employees earn 96 hours of paid annual leave during their first year of employment. This rate is increased to a maximum of 184 hours per year, depending upon length of service.
Sick Leave: Sick leave is accrued by regular full-time City employees at the rate of 8 hours per month. Sick leave may be used only to ensure an employee's health, and for absences caused by death or illness of a member of the employee's immediate family.
Holidays: Most City employees receive 12 paid holidays (at 8 hours each) annually, one of which is a floating holiday.
Retirement:Eligible City employees are mandatory members of the State of Washington Public Employees Retirement System (PERS\LEOFF). Both the City and the employee contribute to the system. The state retirement system provides retirement benefits and also benefits for people who are disabled. Employees leaving City service prior to retirement may withdraw their total contribution with interest.
Deferred Compensation and Roth IRA programs offered through Mission Square: Employees may directly reduce their taxable income and defer this taxation until retirement or withdrawal of funds by participating in a deferred compensation plan. Deferred compensation allows an employee to defer up to $22,500 of their gross annual salary (more if over age 50). The employee chooses how to invest their deferred salary.
Employees may put up to $6,500 in a Roth IRA (after-tax program).
The City also offers a 401(a) plan and will match employee contributions up to 5%.
Insurance Plans: Each full-time City employee will receive a contribution of $2,118.00 per month toward the purchase of medical, vision and dental insurance. (Amount is pro-rated for part-time employees.) This monthly amount pays approximately 85% of the costs of a family of four. Full family medical, dental and vision coverage requires an employee contribution toward the cost of premiums. Employee's whose insurance needs are less than the monthly $2,118.00 contribution can purchase get 60% of the left over contribution money as cash on their paycheck. Employees are required to have City medical insurance. The City also offers medical and dependent care flexible spending accounts, subject to eligibility requirements.
Health Reimbursement Arrangement (HRA): The City contributes a flat dollar amount per full-time employee to an HRA VEBA program for current and future health care out of pocket expenses. This monthly amount per full-time employee is $225.00.
Group Life Insurance: The City will purchase for each employee $50,000 worth of group term life insurance.*
Liberty Mutual Insurance: City employees are eligible for discounted auto and home insurance.
EMPLOYMENT
Hours of Work: The normal work week is forty (40) hours, Monday through Friday. Customized work schedules may be available at the discretion of the position supervisor. Some positions require weekend, evening, shift or holiday work or overtime.
