Position Summary

This full-time, benefit-eligible, unionized position is located at the police department. Regular working hours are Monday through Friday, 8:00 a.m. to 4:30 p.m. (8 hour days, 40 hours per week)

Our Records Technicians provide administrative, clerical, reception and transcription support to the Police Department. They also provide customer service support exercising discretion while building relationships with the community, external entities, and staff.

The Records Technician will be responsible for entering, maintaining, retrieving and compiling factual information through numerous computerized system(s) and disseminating such information to authorized agencies and persons. This position will also monitor compliance by applying knowledge of data privacy practice requirements, respond to the public who will make telephone or in-person contact and classify crimes pursuant to applicable state and federal reporting systems. The individual working in this capacity is assigned a work shift under the direction of the Support Services Manager and at times may be under the immediate supervision of his/her designee.

The City of Brooklyn Center is currently offering a Hiring and Retention Incentive Program. This position offers a $1,500 hiring and retention incentive, and front loaded bank of 40 sick and 40 vacation hours. Record Technicians will receive $750 at the time of hire and an additional $750 after 12 months of consecutive employment.
  • Stating Pay: $24.24
  • New hires have the ability to reach top pay after completing 36 months of employment with the City.

Examples of Duties

Essential Duties and Responsibilities:
General
  • Provide clerical, data entry, transcription and general support to Police Department staff.
  • Transcribe, enter and review various documents, reports, statements, etc. using digital dictation and field reporting application(s).
  • Classify and properly code crimes pursuant to applicable state, federal and department reporting systems.
  • Assist with scanning and indexing case files into Department document imaging system.
  • Process in-custody casework and forward appropriately.
  • Handle motor vehicle impound releases and maintain information about tows and repossessions.
  • Maintain daily bulletin of current runaways and motor vehicle thefts/recoveries.
  • Process subpoenas and maintain officer’s court calendars.
  • Disperse bail money to appropriate department or agency.
  • Maintain current files of Orders for Protection and Trespass Orders
  • Perform background checks of Permit to Purchase applicants and process permits accordingly.
  • Compile POR (Predatory Offender Registry) information and assist with meetings.
  • Process expungements and suspense files.
  • Inventory and restock all printed forms.
  • Monitor NCIC database, enter data of runaways, missing persons, stolen vehicles, stolen and recovered property and impounded vehicles.
  • Document procedures.
  • Respond to requests for reports from the public, other Departments, insurance companies and outside agencies.
  • Provide first person contact and customer service to all whom initiate telephone or in-person contact with the Police Department.
  • Perform Property Technician duties on an as-needed basis.
  • Perform other duties as assigned or apparent.

Essential Knowledge, Skills and Abilities
Communications: Must have the ability to actively listen to others for understanding of their needs and situations; ability to speak and write English clearly. Must have the ability to communicate effectively with persons who do not speak English and are from a variety of different cultures. Must be able to assertively control conversations in order to quickly and accurately gather pertinent information and be able to communicate this information professionally and precisely to the proper recipient. Be able to read and understand correspondence, memoranda, and directives.
Decision Making: Must act in a decisive manner, using good judgment. Must be able to assess problems and situations, able to anticipate needs and evaluate alternatives. Must have knowledge of the utilization of appropriate resources and the willingness to initiate use of available resources.
Interpersonal Relationships: Must be consistent in dealing with people; must have the ability to accept criticism and/or discipline; must have tact and diplomacy. Must be able to work in cooperation with other staff members; must strive to promote a cooperative atmosphere in the department; must have a positive attitude. Ability to maintain confidentiality of private and confidential data/information as well as Police Department activities.
Professional Attitude: Must have commitment to the organization; willingness to take initiative; dependability; maturity in relationships with others; and self confidence. Must have the ability to work independently and with minimum supervision. Must represent the organization to other agencies, staff and citizens with a courteous, helpful, and accurate business-like attitude in all telephone and personal contact. Must have the ability to work as a team member.
Quality of Work: Must be able to produce quality, accurate work. Must be able to detect and correct errors. Must be able to prioritize and perform multiple tasks simultaneously. Must be able to utilize work time properly and productively. Must be able to coordinate and follow through on projects to completion. Must be able to work independently on a wide variety of projects and assignments.
Technical Knowledge: Must acquire a working knowledge of telephone and computer functions, printing equipment, and other office equipment during the probationary period. Must have an ability to quickly learn new information and initiate improvements as needed. Must have good working knowledge of Data Privacy Practice requirements. Must have computer experience with intermediate working knowledge of Microsoft Office Suite applications and programs. Must have the ability to type 50 WPM. Must have CJIS (Criminal Justice Information Systems) certification.
Physical Abilities: Must have the ability to read and discern visual images on a variety of media. Must have the ability to remain seated or standing at the same work station during the work period with appropriate breaks within that time frame. Must have the ability to type accurately. Must have ability to record names and numbers accurately (e.g., not transpose numbers and/or letters). Must have ability to hear while communicating on the telephone and communicating with visitors at counter. Must have ability to bend to file items regularly.

Minimum Qualifications

  • High school diploma or equivalent.
  • Two years of previous work experience providing administrative support and customer service.
  • Two years of data entry experience.
  • Proficient in speaking English, utilize appropriate grammar and punctuation.
  • Ability to accurately type a minimum of 50 words per minute.
  • Intermediate working knowledge of Microsoft Office Suite applications and programs.
  • Must be CJIS (Criminal Justice Information Systems) Certified within six months of employment.
Desirable Training and Experience
  • Associate’s degree, advanced coursework or professional training in administrative support, business or related field.
  • Advanced professional training in or additional experience providing customer service.
  • Previous experience working with diverse populations.
  • Ability to speak, read or write any language other than English, including sign language.

Supplemental Information

Retention Incentive Program ($1,500)
