Job Description:

ESSENTIAL JOB FUNCTIONS
Performs daily focused and systematic studies and reviews (both tactical and strategic in nature) of crime and disorder problems as well as other law enforcement related issues to assist internal staff and external agencies in criminal apprehension, crime and disorder reduction, crime prevention, and evaluation. This includes, but is not limited to, the analysis of timing and geographical factors and suspect/victim similarities.
Performs daily evaluation and analysis of criminal intelligence information to predict capabilities, intentions, and vulnerabilities of criminal groups and recommends investigative strategies.
Monitors the levels and patterns of criminal incidents and performs periodic tabulations of selected type of crimes or incidents by area, day of week, time of day, and offense characteristics.
Develops forecasts or predictive analysis on crime trends and patterns.
Prepares reports including, but not limited to, complete area analysis, incident summarizations, comprehensive suspect work-ups and crime patterns and forecasts. Distributes associated reports department-wide and to external law enforcement entities.
Makes analysis-based recommendations in oral and written communications to supplement and assist decisions of police administrators related to staffing and the implementation of special details and tactics, all in efforts to maximize the use of limited resources by enhancing the way police respond to crime.
Uses graphs, charts, slides, tables, maps, bulletins and other visual aids in describing the findings to police administrators and other relevant personnel. Presents findings at various meetings and briefings.
Utilize geographical information systems (GIS) to conduct advanced-level analysis for various requests. Queries and extracts data from various databases and sources to develop reports used in monitoring and measuring crime.
Using GIS and other analysis software, creates and/or updates police boundary maps as changes are made to police boundaries and new areas in the city are annexed; prints, posts and distributes new maps.
Responds to Administrative requests for research and analysis from elected City officials, Charter Officers, various City departments and citizens.
Assists Records Division when responding to public records requests that require advanced GIS analysis.
Develops and maintains the Crime Analysis Intranet site that is used to catalogue and communicate crime analysis related reports and other information internally and externally to select agencies.
Serves as lead analyst for major projects and/or cases, and assumes responsibility for the analysis results.
Provides training and orientation for new Police Crime Analysts and sworn personnel.
Attends work on continuous and regular basis.
NON-ESSENTIAL JOB FUNCTIONS
May review the work of or provide direction to other analysts or interns.
Accompanies sworn personnel in the field during criminal investigations.
Assists in identifying user needs for automated information systems.
Assists in formulating operating procedures.
Assists in managing inventory for assigned unit.
Assists departments in developing service goals, objectives and standards
May act in absence of supervisor.
May be required to testify in court.
Performs other related duties as assigned.
QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential job function satisfactorily. Below are the required education, experience, knowledge, skills and abilities to perform the essential functions.
EDUCATION AND EXPERIENCE
A Bachelor degree from an accredited college or university (preferred - with major course work in criminal justice, criminology, police administration, statistics, public administration) and three (3) years of progressively responsible experience as a Crime Analyst, research assistant, sworn police officer or planner in a criminal justice agency (sworn or non-sworn); or an equivalent combination of documented education, training and experience which provides the required knowledge, skills and abilities.
CERTIFICATIONS OR LICENSES
Licenses
Valid driver license required upon start date. Valid Florida driver license required within thirty (30) days of appointment and at all times while employed in this position.
Certifications
Must obtain within two (2) years of start date and maintain Florida Department of Law Enforcement (FDLE), International Association of Crime Analysts (IACA) or other professional law enforcement analyst certification(s).
Must obtain National Crime Information Center (NCIC) and/or Florida Crime Information Center (FCIC) within one (1) year of start date, if applicable. Must maintain NCIC and/or FCIC Certifications.
KNOWLEDGE, SKILLS AND ABILITIES
Thorough knowledge of procedures necessary in locating and organizing crime and intelligence information from varied sources.
Knowledge of police operations and training in criminal behavior, research methods, and statistical techniques.
Knowledge of criminal federal, state, and local laws and regulations.
Working knowledge of computers and relevant software and the ability to apply such knowledge in the performance of job duties.
Ability to understand and extract pertinent information from data relevant to crime analysis.
Ability to work with numbers, understand statistical concepts, and provide statistical reports to command personnel.
Ability to make effective presentations in group or individual settings.
Ability to communicate effectively, both orally and in writing.
Ability to work effectively with elected officials, charter officers, department heads, representatives of other agencies, other city employees, and the general public.
Ability to maintain security and confidentiality.
Ability to keep records and prepare reports.
Ability to plan, organize, and coordinate work assignments.
PHYSICAL AND ENVIRONMENTAL REQUIREMENTS
To perform this job successfully, an individual must possess certain physical abilities and be able to withstand work related environmental conditions.
PHYSICAL REQUIREMENTS
While performing the duties of this job, the employee is often required to sit for prolonged periods of time.
WORK ENVIRONMENT
While be required to work, attend meetings, be on-call and provide analytical support during major case investigations, special details or activation of the Emergency Operations Center (EOC) outside of regular business hours.
Will be required to travel for trainings and crime related conferences and events.
Is regularly exposed to graphic and/or violent criminal intelligence information.
