Job Summary
Job Summary
The Public Utilities Commission is looking for their next Public Utilities Rates Analyst 3. This position will have the opportunity to provide policy, program, and technical analysis and evaluation of gas and electric utility pilot and innovation dockets for the Minnesota Public Utilities Commission. The position will oversee the work of junior staff related to tracking and accessing utility pilot programs and researching pilot and innovation topics in other jurisdictions.
This is a "hybrid" telework eligible position that will require in-person meetingsas well asin-office work,the ability to telework will be based on business needs of the unit and is at supervisory discretion.
Qualifications
Minimum Qualifications
Three years' relevant work experience with an organization concerned with energy, pilot or program design, or utility issues other than a regulatory agency or utility.
AND
  • Knowledge or expereince with basic economic, financial, utility regulatory, pilot or program design, and other business principles.
  • Experience writing formal reports for external distribution
  • Knowledge or expereince with Microsoft Outlook, Word, and Excel

A degree in in accounting, economics, business, finance, energy, law, public policy, statistics, electrical engineering or related field will substitute for professional experience, as follows:
Doctorate degree = 2 years of experience
Master's degree = 18 months of experience
Bachelor's degree = 12 months of experience
Associate's degree = 6 months of experience
Minimum Qualifications assessed at interview:
  • A bility to conduct research, investigations, and perform complex analyses of regulatory and policy issues.
  • Ability to manage workload and multiple projects at one time.
  • Ability to perform and present data analysis to a wide range of audiences.
  • Demonstrated skills at presenting various arguments and analyses in a clear and objective manner

Preferred Qualifications
  • Demonstrated interest and passion in a regulatory environment that ensures safe, adequate and efficient utility services at fair, reasonable rates consistent with State energy policies; as well as, addressing diversity, equity, and inclusion in the energy industries.
  • Good understanding of the electric and/or natural gas industries.
  • Good understanding of pilot design and utility economic, financial, ratemaking, energy forecasting, and other regulatory concepts and practices.
  • Experience working with people of diverse backgrounds and marginalized communities.
  • Experience or training focused on program evaluation.
