Summary
About the Position: This position is the Deputy Chief of Staff for Personnel and Logistics at the Defense Language Institute Foreign Language Center (DLIFLC) located on the Presidio of Monterey.

Duties
  • Principal advisor to the Commandant, DLIFLC on all matters pertaining to civilian Personnel and joint-service military personnel management, Reserve and National Guard programs, and Logistics and facilities management.
  • In coordination with the CPAC, provides command-wide direction for management and administration of GS civilian personnel programs, and provides advice and assistance to the Commandant, DLIFLC and subordinate service units and organizations.
  • Develops policies and advises the Command on all Title X personnel issues under the FPS. Participates as member of OSD level Senior Advisory Group and OPM Working Group on Title X issues.
  • Provides interface and coordinates extensively between the DLIFLC Command Group, joint service units, directorates, Garrison staff elements, Human Resources Command (HRC), HQ TRADOC, DA Staff and sister services.
  • Develops and identifies DLIFLC facilities requirements, and coordinates with Garrison agencies (DPW, etc) for maintenance, repair, alteration, and construction of facilities.
  • Develops local policies and procedures pertaining to the Command's administrative support services and supply operations.
  • Implements DLIFLC logistics management program for supply, maintenance, equipment utilization, accountability and authorization.
  • Represents the Commandant as primary management official charged with conducting negotiations with union officials, revising the collective bargaining agreement, and reviewing other labor-management issues.
  • As the Deputy Chief of Staff for Personnel and Logistics (DCSPL) responsible for developing, directing, managing and coordinating the operations of the organization.
  • Assigns work based on priorities, consideration of the difficulty, the requirements of the assignment, and the capabilities of the employees.
  • Gives advice, counsel, and instruction to individual employees on both technical and administrative matters and approves leave.
  • Actively participates in and supports the EEO/Affirmative Action Programs.
  • Implements prescribed internal controls and supplements them as necessary to accommodate local operating conditions.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. One year of specialized experience which includes 1) developing and administering human resources and Logistics command policies and standards; 2.) managing military and civilian personnel programs; 3) coordinating the repair, alteration, and construction of facilities; and 4) administering a logistics management program for supply, maintenance, equipment utilization, accountability and authorization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
