Overview:

2. Minimum of 7 years of payroll experience with 2+ years in a supervisory role in a multi-state environment.
3. Certified Payroll Professional (CPP) certification is preferred.

The Payroll Manager is a key Forefront team member responsible for leading the payroll team, including an internal team and outsourced payroll service providers, and managing all aspects of the U.S. and Canadian payroll operations. The Payroll Manager is responsible for accurate and timely multi-state payroll processing for over 3,500 associates, proactively managing the outsourced payroll provider service delivery model, and ensure a best-in-class associate experience. As the subject matter expert, this individual will have an in-depth understanding of payroll and timekeeping best practices, payroll accounting, general ledger setup, multi-state and federal, state, and local jurisdictional tax filing expertise, and ensure proper controls are in place for regulatory compliance and audit reporting. This role will report to the Controller and support the Human Resources team.
Responsibilities: - Manages U.S. and Canadian payroll operations (substantially in the US) and outsourced payroll service providers.
- Maximizes efficiency, productivity and teamwork of staff by providing communication, supervision and direction in accordance with company philosophy, goals and objectives.
- Ensures the chart of accounts, payroll posting tables, employee set-up, and all areas of Great Plains are maintained and updated to reflect operational changes and the addition of new clinics or providers.
- Oversees payroll cyclical activities for the payroll team to ensure compliance with all daily, pay frequency, month-end, quarter-end and year-end requirements.
- Ensures compliance with federal, state, local and provincial taxes and entities while working directly with the payroll service provider or tax agency to resolve tax-related issues.
- Ensures compliance with internal and external audits and IRS and multi-state regulations as they relate to payroll activities, while working directly with payroll service providers or tax agency to resolve issues.
- Manages administration of TimeStar reporting system including providing support to clinic leaders.
- Monitors federal, state, and local taxes, garnishments, and all other deductions to ensure accuracy of pay checks and related payroll and unemployment tax compliance.
- Coordinates and oversees payroll tax filing, payroll journal entries, general ledger reconciliation, payroll funding, payroll earnings, deductions configuration, and payroll reporting.
- Stays current with tax and payroll regulatory changes.
- Ensures W-2’s are annually distributed per IRS guidelines.
- Retirement Plan responsibilities for the profit sharing, cash balance, and 401(k) plans:
- Ensures accurate accruals
- Manages and prepares census data, required payments, and participant notices
- Coordinates Plan audits with outside accounting firm
- Ensures annual 5500 tax reporting is accurate and filed timely
- Adherence to compliance and completion of compliance training.
- Performs other related duties as assigned.
EDUCATION & EXPERIENCE
