Join our Team of Professionals! We are hiring a Staff Services Manager I (SSMI) to become part of our innovative and dynamic team at the California Department of Education (CDE). Our Human Resources Division provides services to internal and external business partners. We strive to provide assistance that is friendly, accurate, and efficient while enhancing CDE's ability to provide the best services possible. It is the purpose of Human Resources to support the total operation in meeting its goals through its most valuable resource - its PEOPLE.
The Payroll & Benefits Office works with CDE employees, including supervisors and managers, in maintaining official personnel files, handling employment documents, monitoring and adjusting salary information, processing requests for employee benefits, verifying employment, and providing other personnel transaction-related services. This includes serving as the Subject Matter Expert (SME) on all personnel transactions, and providing leadership, direction, and supervision to specialists and analysts in all aspects of personnel and payroll transactions for the CDE. The SSMI supervises and directs the work of one Personnel Supervisor I, five Personnel Specialists, two analysts, and one Office Technician.
The SSMI responsibilities include, but are not limited to:
• Supervises and manages the workload of all levels of staff in the preparation and processing of general personnel and payroll transactions. This includes but is not limited to, dock, overtime, special pay; initiates and establishes salary advances, garnishments, accounts receivables; updates employment history such as appointments, separations, retirements or miscellaneous changes in the State Controllers' Information Management System (MIRS), and Personnel Information Management System (PIMS).
• Monitors and works in the California Leave Accounting System (CLAS). Consults with external business partners regarding payroll and benefit administration, program changes and impacts to department. Serves as the subject matter expert (SME) and the primary contact with SCO on complex position, benefit and pay issues.
• Audits the work of staff to ensure adherence to the Personnel Transactions Manual (PTM), Payroll Procedures Manual (PPM), Bargaining Unit Contracts, State Administrative Manual (SAM), Personnel Administration Manual (PAM), and the California Code of Regulations. Responds to complex transactions issues and assists in providing guidance to the analyst and specialists on complex personnel issues.

TELEWORK OPTION
This position is headquartered in Sacramento and is office-centered for eligible applicants residing in California. The incumbent works a minimum of 3-4 days in the office.
