JOB SUMMARY

The Payroll Analyst position organizes and checks payroll documents; prepares inputs to automated payroll system; distributes paychecks, timecards and other payroll documents; reconciles payroll records; and processes payroll deductions for direct deposit, wage garnishment and employee hospital bills. Files tax forms and provides quarterly and annual payroll reports. The Payroll Analyst position also prepares detailed design and program specifications for automated payroll systems; verifies and evaluates payroll program specifications created by programmers; implements and maintains payroll systems developed in-house; prepares feasibility studies of potential systems modifications and changes. This position may act as liaison between payroll and systems to ensure documentation of system functions and capabilities and to facilitate the training of payroll staff in the use of the automated system.

PRINCIPLE FUNCTIONS includes the following, other duties may be assigned:

  • Responsible for the auditing and analytical activities involved in maintaining the accuracy and integrity of payroll.
  • Maintain expert knowledge of the Kronos timekeeping system.
  • Applies thorough knowledge of time entry system, payroll system and all system screens in preparing twice-monthly payroll for all employees.
  • Reviews and verifies payroll figures and records for accuracy; corrects time reporting changes or errors, calculating the correct pay amount, leave balances, retirement calculations, union, FICA, workers compensation, unemployment and disability amounts, and time off tracking; processes changes in employee voluntary deductions.
  • Evaluates and applies the use of personnel rules and labor contracts to ensure adherence to established pay standards in conjunction with state and federal regulations; implements payroll related policies as directed by manager.
  • Assists in the modification of automated payroll systems to meet required changes. May develop system change specifications for submission to Data Processing department.
  • Oversees accurate payroll interfaces.
  • Data entry and timecard review for payroll preparation. Works closely with Human Resources to determine the validity of timecards based on interpretation of five bargaining contracts and employee handbook.
  • Prepares journal entries necessary for general ledger and provides accounting supervisor with payroll statistics and totals.
  • Ensure garnishments and other statutory mandated deductions are processed accurately.
  • Determines date and amount of increment increases for all employees and prepares the personnel action requests. Ensure pay rules are accurate and consistently applied.
  • Assists employees and administration with payroll related questions and data collection requirements.
  • Maintain expert working knowledge of proper taxation of employer paid benefits.
  • Prepares all payroll tax reporting documents and deposits all taxes.
  • Completes year-end W-2 process.
  • Works closely with independent auditors and state auditor's office, providing key payroll information and statistics.
  • Research and prepare special reports for management.
  • Maintains, reconciles and audits payroll records.

JOB KNOWLEDGE & QUALIFICATIONS

Education

  • Associate degree in accounting or business administration required.
  • Bachelor’s degree in accounting or related field preferred.

Training and Experience

  • Minimum of four (4) years progressively responsible relevant work experience in payroll or payroll systems.
  • Minimum of four (4) years’ experience with electronic time keeping and payroll systems. Kronos experience preferred.
  • Payroll experience in a union setting highly desirable.
  • Requires (3) to (4) years of related experience as a systems analyst and may require specific training in payroll and accounting systems.

Certificates, Licenses, Registrations

Current Certified Payroll Professional (CPP) or Fundamental Payroll Certification (FPC) or other related payroll certification strongly preferred.
