Job Summary
The Payroll Analyst is responsible for independently performing accurate and timely processing of multi-state payment of wages ensuring compliance with federal, state, and local laws. Responsibilities include full systems administration support of HRIS/Payroll system ensuring accurate and up to date data and correct labor distribution. This position will be responsible for all aspects of payroll processes, including manual checks, handling garnishments, child support orders, and other mandated forms. This position interfaces with accounting and is responsible for accurate GL reports, making GL adjustments and providing various other reports. Work is performed under the supervision of the Director of Human Resources. The Payroll Analyst exercises independent judgment in carrying out the details of the work according to applicable regulations, company policies and procedures. The Payroll Analyst must maintain a high level of confidentiality and integrity to ensure employee confidence and protection of the integrity of payroll operations and information.
Essential Functions
- Process Biweekly Payroll accurately and on time including full electronic timecard management
- Ensure timecards are accurate with approved PTO, missed punches, on call, etc. before closing each payroll
- Ensure that computing and withholding of deductions associated with net pay are accurate
- Review and approve payroll for wage, hours of work, premiums, and conditions of employment compliance
- Review and approve all payroll information for accuracy, process payroll and oversee the distribution of employee paychecks in a timely manner
- Process adjustments and the issuance of manual checks as needed or required by State laws
- Process court ordered or tax levied wage garnishments and ensure accounts deductions and limits balance
- Process last paychecks according to relevant last paycheck laws
- Provide payroll reports and follow up information (e.g., meal premium notification, missed approvals, etc.) to make continuous process improvements
- Ensure accurate accruals of all Paid Time Off
- Set up and monitor accrual codes in Dayforce
- Trouble shoot, problem solve and resolve any discrepancies
- Develop and implement best practices
- Ensure adequate internal controls are maintained and followed in payroll processing
- Research, gather and provide information regarding internal and external payroll related questions, problems, and audit issues
- Respond to employee inquiries regarding taxes, employees' deductions, garnishments, and tax levies
- Timely response to employee's payroll inquiries or complaints making adjustment recommendations as needed to supervisor
- Communication with Managers and/or employees regarding issues such as: lost payroll checks, separation documentation for payment of final wages, labor allocation, etc.
- Assist with the development of payroll procedures by recommending improvements or changes for greater efficiency
- Stay abreast of US DOL, State and Local Wage and Hour Laws that impact the operation of payroll and advise management as needed
- Advise affected Management teams of state or local changes to the minimum wage laws
- Generate various reports for department and management as scheduled or requested
- Act as a system wide payroll resource, by resolving problems of a non-routine nature and by communication of payroll procedures to employees and management
- Respond to both internal and 3rd Party inquiries for Audits or other requests for information
- Interface with Accounting for all Accounting payroll needs
- Provide technical support for users and training for new users
- Complete various reports by payroll, month, quarter, etc. accurately and on time
- Complete Employee Costs Analysis' as requested
- Complete reconciliations for commissions, 401(k), etc.
- Conduct New Hire Orientation in partnership with others

Education
- Bachelor's Degree or equivalent combination of experience and education
- CPP strongly desired
EXPERIENCe REQUIRED
- 7+ years of related experience
Required Knowledge
- Strong customer service and client interfacing skills
- Demonstrated skill in developing reports and documenting processes and procedures
- Advanced knowledge of payroll practices, taxes, etc.
- Intermediate knowledge of related state and federal laws and regulations
- Prior knowledge of Payroll/HRIS systems
- Knowledge of accounting standards and rules related to payroll regulations and compliance

- This is a standard office environment with standard office noise like talking, office equipment, etc.
Physical Demands
- While performing the duties of this job, the employee is regularly required to talk and hear. The employee must frequently sit and use a computer for long periods of time. Specific vision abilities are required to do this job including close vision. The employee must sometimes lift and/or move items up to 10 pounds.
