DEFINITION:
Administrative, supervisory and clerical work supporting the operation of the department; all other related work as required.
SUPERVISION:
Works under executive direction, objectives and guidelines in order to plan and perform necessary tasks both independently and according to a prescribed time schedule; Provides supervision to the equivalent of 2-3 employees while exercising a limited amount of discretion and judgement over these employees in performing necessary office operations.
JOB ENVIRONMENT:
Work is performed in typical office conditions with attendance at occasional evening meetings. Operates computer, and all other office related equipment. Intermittent standing, walking and bending required in an essentially service-oriented work capacity; Makes frequent contact with general public, town employees and town departments that requires courtesy and discretion; Communicates by means of telephone, e-mail, fax, personal discussion and correspondence
ESSENTIAL FUNCTIONS:
Has access to a variety of confidential documents that deal with important department functions; Provides direction and supervision to department employees; delegates and assigns work, checks work as required and troubleshoots problems; Oversees the purchase and distribution of office supplies; Performs paperwork, handles correspondence and all other administrative detail that may otherwise be required of the department head/supervisor; Maintains detailed and extensive department records regarding sick leave, vacation days, personal days and all other department specific information; Serves as a liaison between executive and all others ( departments, employees, citizens); Performs similar or related work as required or as situation dictates. Data entry on CAMA System regarding appraisals, sketching of new construction and entry of descriptive information; prepare exemptions for elderly, vets & handicap hardship; Assists residents with form Clause 18; set up accounts for sewer funds re: apportionments and enter into Munis Program; legal knowledge of Chap. 59 sec 5 &Chap. 60 re: excise taxes, adjustments; proofs deeds from attorneys; work with Treasurer's Office re: tax title issues. Any errors could result in monetary loss to the town; confusion and delays of service, breach of confidentiality or right to privacy issues may cause legal and/or financial repercussions, damages, and adverse public relations.
QUALIFICATIONS:
Associate's degree in business administration or related field with minimum three years experience in office administration and supervision; or equivalent combination of 30 credits towards an Associates degree in related field with minimum 5 years experience in office administration and supervision. Experience in a municipal setting preferred.
Thorough knowledge of the functions, policies and management objectives of the department to which the position is assigned; Considerable knowledge of the legal authorization and constraints of the department's methods and procedures; General knowledge of the inter-departmental relationships within town government; Ability to provide supportive services to management while maintaining an image of anonymity; Skill in refining general instructions into workable solutions; Ability to deal tactfully, appropriately and in a confidential manner with the general public and town departments; Ability to maintain detailed and extensive departmental records and to prepare reports from same. Ability to work effectively under time constraints to meet deadlines; Cross-training up to one level higher positions in your respective department is required.
Physical requirements conducive to office environment in performing typical duties.
