Class Title: Parks Caretaker/Facilities Maintenance

Department: Parks Department

Union: AFSCME

Salary: $22.14 per hour

Benefits: 100% paid health insurance for employee & reduced rates for dependents. State retirement plan, 3-weeks’ vacation, paid sick leave, 10 State and Federal holidays. This position may be participating in a *VEBA program.

  • GENERAL CLASS DESCRIPTION:

Performs a variety of skilled, semi-skilled and technical tasks in the maintenance and operation of buildings. The emphasis is on janitorial service, facility maintenance, and repairs.

  • ESSENTIAL DUTIES AND RESPONSIBILITIES: (95%)

Note: It is expected that every employee should be on time, fully prepared, every day that the employee is scheduled to work. We expect every employee to strive for perfect attendance.

  • Performs interior janitorial services such as vacuuming, mopping, emptying trash, dusting, and cleaning restrooms.
  • Performs window cleaning and carpet cleaning at various times throughout year.
  • Performs interior/exterior building maintenance and repairs such as painting, floor covering, plumbing, carpentry, mechanical and other skilled and semi-skilled trades work.
  • Inspects and performs routine maintenance of drinking fountains and restrooms.
  • Performs preventative maintenance of heating, ventilation, air conditioning (HVAC) systems.
  • Maintains light fixtures including climbing ladders to change bulbs and ballast.
  • Inspects and maintains assigned custodial equipment and small tools for proper operating condition.
  • Maintains current skills and knowledge in the proper and safe techniques of building maintenance functions.
  • Opens and closes locks and unlocks facilities as needed.
  • Shoveling and deicing of sidewalks for city facilities.
  • Completes work orders and maintains accurate records/files of work completed including, but not limited to location, date, time and summary of maintenance performed and janitorial work completed.
  • Tracks and orders cleaning supplies as needed.
  • May assist in supervision of seasonal and/or temporary employees and/or community service workers.
  • Other duties as assigned.
  • PERIPHERAL DUTIES (5%)

a. Serves as a member of various employee committees, as assigned.

b. Moves and sets up furniture, pictures, etc. as needed.

  • SUPERVISION RECEIVED:

Frequently works independently but under the general supervision of the Parks Superintendent.

  • SUPERVISION EXERCISED:

May act as a lead worker, and supervise community service workers, temporary employees and work with various contractors as required and assigned.

  • DESIRED MINIMUM QUALIFICATIONS (Education and Experience):
  • Graduation from high school or GED or equivalent, and;
  • Training in general janitorial service, maintenance, repairs or related fields. Proof of successful history/experience (minimum of two (2) years) in general janitorial service, facility maintenance, repairs and related fields and;
  • Any equivalent combination of relevant education and experience which demonstrates the experience, knowledge, skills and abilities to perform the work.
  • KNOWLEDGE, SKILLS & ABILITIES:

a. General knowledge of HVAC systems, fire alarms, plumbing, electrical systems, construction materials and supplies used in building and grounds maintenance.

b. Knowledge and ability to safely and effectively use various tools, equipment, supplies and methods to perform repairs.

c. Knowledge of cleaning chemicals and supplies including familiarity of Globally Harmonized System’s, Safety Data Sheets (SDS).

  • Skilled in operation of various tools and equipment associated with the maintenance of buildings/facilities.

e. Ability to assist in scheduling and coordination of assigned staff and various contractors in various fields of work.

f. Ability to work independently, plan, prioritize and complete daily activities according to work schedule;

g. Ability to lift heavy objects, walk and stand for long periods of time, and to perform strenuous physical labor under adverse field conditions;

h. Ability to work from elevated heights such as ladders and boom trucks.

i. Ability to communicate and/or follow oral and written instructions effectively.

j. Ability to establish effective working relationships with employees, supervisors, contractors and the public.

VIII. SPECIAL REQUIREMENTS:

a. Works in areas where confidential information is stored or used. Must preserve confidentiality.

  • TOOLS AND EQUIPMENT USED:

Janitorial equipment including floor buffers, steam cleaner, carpet cleaners, washers, vacuums, mops, brooms, dusting equipment and other equipment necessary to complete tasks as assigned. Pickup truck, boom truck, air purifier, electric motors, pumps, sprinklers, miscellaneous hand and power tools for, carpentry, painting, plumbing, electrical, and cement finishing work; pumps, boiler, valves, filtration devices, gauges, etc.

  • PHYSICAL DEMANDS:

  • While performing the duties of this job, the employee is regularly required to reach with hands and arms.   • The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move more than 50 pounds at various heights.
  • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
  • WORK ENVIRONMENT:

  • While performing the duties of this job, the employee occasionally works near moving mechanical parts. The employee occasionally works in high, precarious places and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic chemicals, and vibrating equipment. The employee is occasionally exposed to risk of electrical shock.
  • The noise level in the work environment varies depending on the type of equipment being used, but can be loud at times.
  • Safety apparel such as hearing protection, eyeglasses, hard hats, chaps, etc. are provided and expected to be worn when required.
  • Shift schedule is typically between 8:00 AM to 5:00 PM Monday – Friday with associated breaks. Schedule is subject to change based on the needs of the City. Some overtime & weekend work will be required.
