The Parks and Facilities Manager is the primary authority for the Parks Department and the North Bend Municipal Pool, overseeing all operations, setting policies, managing budgets, and supervising staff. This role ensures safety standards, facility maintenance, and program coordination.
Examples of Duties / Knowledge & Skills
  1. Strategic Oversight: Develop and implement short and long-range plans for parks, facilities, and aquatics department ensuring alignment with city objectives.
  2. Policy & Procedure Development: Establish and communicate official plans, policies, and procedures for parks, facilities, and pool operations.
  3. Budget Management: Oversee the Parks and pool budgets, ensuring fiscal responsibility and efficient allocation of resources.
  4. Staff Management: Supervise, train, schedule, and evaluate Parks and pool staff, fostering a productive and safe work environment.
  5. Program Coordination: Oversee and coordinate various programs, ensuring they meet community needs and standards.
  6. Safety & Compliance: Enforce safety rules, regulations, and standards, ensuring the well-being of staff and citizens.
  7. Facility Maintenance: Ensure the pool, surrounding facilities, and city-owned buildings are well maintained, clean, and meet all safety standards.
  8. Community Engagement: Act as the primary liaison between the pool, city parks, and the community, addressing concerns and promoting programs.

Minimum qualifications & Requirements
Education and experience requirements listed are minimum standards. Other equivalent combinations of education, certifications, training, and experience may be considered.
Education: High School Diploma or GED required; Bachelor's Degree in Recreation Management, Business Administration, or related field preferred.
Certifications: Must possess a valid Oregon Driver's License and First Aid/CPR certification.
Experience: Supervisory experience as a crew lead, superintendent, or similar position. Responsible park maintenance experience, training, and managing a large aquatic facility or similar operations.

  • Expertise in Parks and Aquatics: Comprehensive understanding of recreation philosophy, swimming pool operations, and park operations and maintenance.
  • Leadership: Proven ability to lead teams, manage resources, and oversee large operations.
  • Communication: Strong interpersonal and communication skills, both written and verbal.
  • Budgeting: Experience in budget management and fiscal oversight.
  • Safety Awareness: In-depth knowledge of safety standards, regulations, and best practices.

Environment:
  • Work is performed both indoors in an office setting, with moderate noise levels, and outdoors with a noise level and weather that may vary.
  • May be exposed to wet and/or humid conditions, chlorine, acids, fumes, and toxic or caustic chemicals.
  • Incumbents will interact with individuals in interpreting and enforcing rules, policies, and procedures.
  • While performing the duties of this job, the employee occasionally works near moving mechanical parts, and pool mechanical systems.

Physical:
  • Must possess the mobility to stand, stoop, kneel, reach, bend, climb, push, and pull materials and equipment.
  • Vision and hearing must be sufficient to see and hear adults and children in crowded and noisy conditions and/or situations.
  • Must possess the mobility to work in an office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; hearing and speech to communicate in person or by using a telephone and radio.
  • Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or to operate safety equipment.
  • This position requires mobility.
  • Duties involve moving materials weighing up to 10 pounds regularly and may infrequently require moving materials weighing up to 25 pounds.
  • Manual dexterity and coordination are required over 50% of the work period while operating equipment such as a computer, keyboard, calculator, and standard office equipment.
  • Ability to sit for long periods and be able to see to do prolonged work on numerical reports both on a computer monitor and on paper, see and hear to communicate with a group to access and assess information.

WORK SCHEDULE:This is a full-time, FLSA-exempt position. Must be available to work a flexible schedule, including evenings and weekends. Must also be available and respond to emergency call-back as needed.

STEP Increases: After six months, then annually until the top step.

Insurance: The city covers 90% of premiums. Plans include Medical, Dental, Vision, Basic Life, and more. Optional plans are available.
Pension: Oregon Public Employees Retirement System (PERS). City covers contributions and 6% for the Individual Account Program (IAP).
Savings: Voluntary 457 Deferred Compensation plans available.
Paid Leave: Vacation accrual increases with tenure; initially, eight hours of sick leave/month and 11 paid holidays/year.
For International Association of Fire Fighters (IAFF) Employees:
STEP Increases: After six months, then annually until the top step.
COLA: Annual increase every July.
Insurance: The city covers 95% of premiums. Plans include Medical, Dental, Vision, Basic Life, and more. Optional plans are available.
Pension: Oregon Public Employees Retirement System (PERS). City covers contributions and 6% for the Individual Account Program (IAP).
Savings: Voluntary 457 Deferred Compensation plans available.
Paid Leave: Vacation accrual increases with tenure. 17.5 hours of sick leave/month. Longevity pay after ten years.
For North Bend Police Officers Association (NBPOA) Employees:
STEP Increases: After six months, then annually until the top step.

Pension: Join the Oregon PERS. The city covers contributions and 6% for IAP.
