This position is situated within the Department of For-Hire Vehicles (DFHV), Office of the General Counsel. The incumbent will be responsible for providing comprehensive legal support services and aiding the legal staff in their duties. Key responsibilities include conducting in-depth legal research and analysis on legislative history, precedent cases, decisions, and opinions relevant to DFHV's legal matters. This role offers an opportunity to contribute significantly to the legal operations of the DFHV, ensuring the department's compliance with legal standards and aiding in its mission to regulate and support for-hire vehicle services in the DC area.
Duties and Responsibilities
Draft legal documents including opinions and orders for administrative law judges, appellate boards, or designated legal managers in areas covering litigation, legal opinion provision, appellate proceedings, regulatory actions, and related adjudicative functions under the Administrative Procedure Act or other legal frameworks.
Perform detailed legal research, exploring statutes, regulations, legislative history, case law, and other legal references relevant to specific legal issues faced by DFHV. Review, analyze, and organize facts and evidence, focusing on legal issue analysis, law application, fact-finding, legal conclusion drawing, and the creation of clear, concise, and accurate written presentations.
Analyze and assess the significance of evidence or legal questions that arise in DFHV’s operations, becoming well-versed in the subject matter involved in a case or legal matter. Identify specific requirements and practice effective methods to obtain or evaluate the relevance and sufficiency of legal, technical, or other related information.

Qualifications and Education
The applicant must possess one (1) year of specialized experience equivalent to at least the grade 11 level. Specialized experience is experience which is directly related to the position which has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position.
