Unit: Discovery Unit I and II
The Discovery Units provide high-quality litigation and e-Litigation to support the other units within the Office of the General Counsel, the Office of Equal Employment Opportunity Affairs, the Office of Professional Responsibility, the Human Resources Division, and the Security Division and field offices nationwide. The DUs respond to a full range of discovery requests or requests for information maintained by the Bureau in any capacity or format.
The DUs locate FBI material responsive to discovery requests, redacts and conducts a privilege review prior to releasing the material outside of the FBI. These discovery requests pertain to litigation and administrative matters in which the Bureau is either directly or indirectly involved, including: civil lawsuits, Equal Employment Opportunity matters both at the complaint stage and the administrative hearing level, Merit Systems Protection Board complaints, administrative claims, personnel matters and criminal discovery.

Working Hours: 8:00 a.m. - 4:30 p.m.
Salary: GS9: $68,405.00 - $88,926.00 (Locality)
GS11: $82,764.00 - $107,590.00 (Locality)
Full Performance level: GS13

Mission Statement:

Major Duties:
- Conducts research and fact finding to locate all FBI material responsive to discovery requests.
- Conducts legal privilege review using computerized document redaction programs.
- Serves as case manager over increasingly more complex and difficult discovery requests.
- Analyzes and interprets discovery requests.
- Establishes relevant case guidelines.
- Reviews the work of peers.
- Ensures discovery deadlines are met.

Specialized Experience (SE):
GS9: Applicant must possess at least one (1) year of specialized experience equivalent to the GS7 grade level. SE is defined as follows:
- Experience in researching and analyzing various legal and regulatory sources.
- Experience in understand and applying legal classifying procedures, in order to recognize sensitive or potentially classified information in routine situations.
- Ability to communicate orally and in writing effectively in order to prepare basic summaries/reports explaining and defending findings and actions taken.
GS11: Applicant must possess at least one (1) year of specialized experience equivalent to the GS9 grade level. SE is defined as follows:
In addition to the above SE
- Experience performing complex legal research an analysis of legislative history, precedent case law, decision and opinions.
- Conduct research and analysis legislative history, precedent cases, decisions, and opinions that may be applicable to particular legal matters.
- Communicate orally and in writing effectively with all types of entities in order to interpret, explain, and defend positions on complex legal matters and prepare legal documents/reports and cases.
- Experience using computerized systems for access to case, statutory, and administrative law to conduct other required legal search.
Education
All degrees must be from an accredited college or university. Education may be substituted for specialized experience as follows:
GS-9: Applicant must have a master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
GS-11: Applicant must have a Ph.D. OR equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related.
