PURPOSE OF CONSULTANCY
Objective of the Department
The objective of the Health Emergencies Department (PHE) of the Pan American Health Organization (PAHO/WHO) is to increase health sector resilience to emergencies and disasters. PHE assists Member States to strengthen the health sector's capacities in prevention, risk reduction, preparedness, surveillance, response, and early recovery for emergencies and disasters related to any hazards (natural, man-made, biological, chemical, radiological and others) and, when national capacities are overwhelmed,
to lead and coordinate the international health response to contain disasters, including outbreaks, and to provide effective relief and recovery to affected populations. PHE is responsible for ensuring the implementation and updating of the PAHO/WHO Institutional Emergency and Disaster Response policy.
Organizational Context
The incumbent will be a member of PHE's Health Emergencies Information and Risk Assessment Unit (HIM) which focuses on data collection, verification, database management, data analysis and risk assessment. The information gathered through HIM helps in PHE's response to natural disaster events and epidemic disease events of potential public health concern. Currently, the HIM Unit focuses its efforts in providing the most accurate data and analysis regarding the COVID-19 pandemic specifically focusing on the Americas.
DESCRIPTION OF DUTIES:
Description of the Assignment
Under the supervision of Team Leader, Data Management, Mapping & Analytics and overall guidance of the Unite Chief of HIM, the incumbent serves as GIS Analyst.
Duties require contacts with staff within the Health Emergency Information & Risk Assessment, WHO-HQ, Regional and Country Offices and with a broad range of internal partners, to brief on the specific use of color, symbols, style and other information used in cartography and infographics. Expected results also involve contacts with external partners to provide information on GIS cartography and infographics systems.
The incumbent is assigned all or part of the following duties which are performed according to the needs and agenda:
1. Administer all aspects of industry standard GIS software applications using organization-wide databases to produce epidemiological data and mapping, including but not limited to [a] global and event-based surveillance and monitoring; [b] maintaining GIS applications for HIM, PAHO, partners and clients, carrying out tune servers running industry standard GIS software applications and databases, upgrading software packages and clients' data, managing secured services and items from ArcGIS platform in a timely manner; and [c] working with maps, layers and other visualization elements such as Web API tools, network and spatial analysis and GeoEvent processor.
2. Carry out analysis of GIS data to generate information products for IMST and key partners in order to inform on epidemiologic understanding and health emergency operations, including but not limited to [a] compiling, updating and integrating geospatial data and global geodatabase for publishing regular and ad hoc mapping and cartographic workflow automation methods and
tools, with focus on documenting best practices for high quality mapping and cartography of maps products; [b] developing and testing best methods and practices to produce base maps, documenting such to help the GIS user community to create maps and mapping applications; [c] developing a repository of GIS data for use across various platforms such as mobile, web, desktop, and assisting GIS users' throughout PAHO, with particular attention to researching, selecting and evaluating map source data for use in the preparation or revision of maps and charts at different scales; and [c] conducting geospatial statistical analysis to highlight geographical distribution of diseases or risk factor occurrence.
3. Provide information on GIS and as assigned assist stakeholders to build GIS capacity, including but not limited to [a] designing maps, graphics, illustrations and layouts together with information on the use of color, symbols, style and other infographic components as part of building up and maintaining a global map for web mapping applications adhering to WHO legal requirements; [b]
carrying out analysis and evaluation of mappable information, based on collating data provided by remote sensing techniques and designing maintenance and manipulation procedures of GIS databases; [c] using desktop publishing packages, edit and formulate information, checking and verifying the content and accuracy of maps, charts, researching map source data for use in the preparation or revision of maps and charts in different scales;
4. Perform other related responsibilities as assigned, including replacing and backstopping for others as required.
Education requirements (Qualifications)
Essential: A masters degree in a public health or social science related to the functions of the post, from a recognized university.
Experience requirements
Essential: Five years of combined national and international experience in the fields of public health or related field.
Desirable: Experience in disaster/emergency management /humanitarian response and working with UN organizations would be assets.
Languages
Excellent written and spoken English; working knowledge of Spanish (or English).
Working knowledge of French or Portuguese would be an asset.
Additional skills
Knowledge of R, Tableau and ArcGIS will be an asset.
Location: The incumbent will be expected to perform this position's duties and responsibilities remotely.
Compensation: $3,000 monthly.
Expected contract duration
6 months, with possibility for extension subject to performance and funding. This consultancy is expected to entail a part-time commitment.
