Emergency Management Program Specialist 2
Camp Murray, WA

This position is project and is anticipated to last through July 31, 2024 but may be extended depending on funding.
This position reports to the Hazards and Outreach Program Supervisor and is responsible for providing professional level Emergency Management and public education on geologic hazards, preparedness and mitigation.
Emergency Management Division OverviewThe Washington Emergency Management Division (EMD) leads and coordinates mitigation, preparedness, response and recovery in Washington State to minimize the impact of disasters and emergencies on the people, property, environment and economy.
EMD is a civilian division of the Washington Military Department.

Duties
Responsible to work with stakeholders to fill in gaps in the state unreinforced masonry (URM) database.
  • Coordinate a workgroup to update the URM database.
  • Participate in URM database gap assessment.
  • Pursue strategic collaborations across Washington
Responsible to provide public education, outreach, training, technical assistance, and professional support to communities on geologic hazards in support of Hazards and Outreach program objectives.
  • Engage and educate state, tribal, local government and business leaders on geologic hazards, with a focus on seismic mitigation.
  • Support Hazards and Outreach Program outreach efforts.
  • Leverage partner networks to further outreach, specifically amongst the Emergency Management and school sectors.
Responsible to work with internal and external stakeholders to create a list of identified seismic mitigation projects for the state.
  • Develop outreach materials for communicating the list of seismic mitigation projects to various audiences.
Support State Emergency Operations Center and Joint Field Office.
Qualifications
REQUIRED
Two years of experience as an Emergency Management Program Specialist 1;
OR
A Bachelor's degreeAND two years of professional level experience in Emergency Management, training/education, public information/affairs, program/project management, environmental analysis/planning, civil/structural engineering, legislative affairs, and/or urban planning.
Additional qualifying experience will substitute, year for year, for the education requirement. A Master's degree or Ph.D. degree will substitute for one year of the experience requirement.
DESIRED
Skills and Abilities to:
  • Research programmatic requirements and mitigation best practices to create and conduct Earthquake Early Warning related training, outreach, and presentations.
  • Utilize Microsoft Office Suite (Word, Excel, Access, PowerPoint, SharePoint, or similar programs) to develop complex documents in support of program requirements.

Supplemental Information
Compensation: Wage/salary depends on qualifications or rules of promotion.
CONDITIONS OF EMPLOYMENTBackground Investigation: Must successfully complete the appropriate background checks required for employment. Must be willing to sign releases of information and shall not have access to any investigative materials and files. The processing of background checks can take up to six months post-employment. Failure to successfully pass a background check may be cause for termination.
Defense Biometric Identification System (DBIDS):Camp Murray uses the Defense Biometric Identification System (DBIDS) for entry to the installation. Must meet access requirements / background check which can be found in the This includes possession of an Enhanced Driver's License, or other REAL ID Compliant Identification.
Union Shop Provision: This position is covered by a union shop provision - Washington Federation of State Employees.
Driver's License:
  1. Valid to drive in the State of Washington.
  2. Must meet requirements of the REAL ID Act. This is required for base access and will be required upon hire.
Military Facility: Willingness to work on a Military Controlled Access Installation.
Work Hours: A choice between a Tuesday through Friday (4/10 schedule), Monday through Thursday (4/10 schedule), or Monday through Friday (5/8 schedule). Actual hours will start no earlier than 6:00 am and end no later than 6:00 pm and will include core business hours of 8:00 am to 4:00 pm.
Telework:This position may be eligible for telework. The incumbent will work with their supervisor to identify an appropriate work schedule and balance between remote and in person work based on operational need and employee preference. Reporting to the workstation for work activities or participating in-person meetings will be needed.
Emergency Assignment: Upon activation of the State Emergency Operations Center (SEOC) or Joint Field Office (JFO), incumbent may be required to work in an alternate location with rotating shifts, including weekends and evenings, in a highly stressful and fast-paced environment.
Travel: Occasional statewide travel may be required up to 5% to include overnight stays.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP).
