Job Summary

The OSP Construction Manager is responsible for day-to-day operations, ensuring projects are completed on time and function smoothly. Provides detailed project planning, forecasting, tracking, and reporting on assigned projects in PM Tool (Monday.com), while ensuring safety and quality control. Manages and assigns Inspectors and Construction Contractors to meet project objectives. Negotiates contractor unit pricing and manages contract bidding of projects.

Responsibilities

Responsibilities and essential job functions include but are not limited to the following:

  • Establish standards and policies for fiber optics, installation, modification, quality control, testing, operating procedure, inspection, and maintenance of equipment, according to engineering principles and safety regulations.
  • Demonstrates leadership in health, safety, and environmental practices.
  • Ensures project materials are supplied and work is completed in compliance with all projects and day-to-day operations.
  • Ensure all unused material is returned to the warehouse.
  • Ensure all tasks and projects are built according to approved plans, specifications, construction drawings, and applicable building codes and that quality standards are maintained.
  • Supervises Inspectors ensuring their work is planned and performed efficiently and timesheets are accurately coded.
  • Mentors project team members to contribute to their development and career growth.
  • Leads project meetings with internal and external team members to monitor and support all tasks and projects’ ongoing progression.
  • Maintain a thorough daily report that accurately tracks site progress, events, inspections, and other relevant information.
  • Manage, document, and record construction field changes.
  • Verify supplier invoices match the work performed in the field and ensure that all contractual specifications are met.
  • Resolve OSP roadblocks in a professional and timely manner.
  • Ensure that all permissions required for the execution of the work are available and valid (Work Authorization).
  • Plan and implement procedures and systems and coordinate financial and budget activities to maximize operating efficiency.
  • Negotiate contractor unit pricing and manage contract bidding of projects.
  • Delegate work duties to staff to attain objectives are met.
  • Ensure contractors adhere to all company safety, construction, and ethics policies.
  • Ensure Inspectors track timely 811 locate tickets, scope of work completion, and as-built drawings prior to final project payment.
  • Perform other duties as directed which may transcend departmental boundaries to meet company and departmental goals.

  • Ability to perform field site meets; meet with developers, customers, local agencies.
  • Possess a proactive attitude within the team through mentoring and knowledge sharing.
  • Must be able to work flexible hours including holidays, weekends, and overnight work, as needed, to perform field site visits to meet with contractors, customers, and local agencies.
  • Ability to effectively collaborate cross functionally with other team members at all levels within the organization, including customers and contractors.
  • Ability to read and understand maps, conduit records, and layout drawings.
  • Advanced understanding of telephone industry standards, local telecom practices and procedures, local, city, state and governmental rules and regulations.
  • Advanced understanding of underground copper, fiber, and substructure design.
  • Experience with Outside Plant installation and Outside Plant construction experience.
  • Expert level of experience in fiber optics, telephony, easements, and staking.
  • Knowledge of all state/local/RR permitting regulations regarding Right-of-Way, Property Rights and Easements.
  • Experience with common project planning tools (i.e., Microsoft Excel, Monday.com).
  • Considerable knowledge of construction management, inspection, methods, and materials.
  • Working knowledge of methods and interpretation of boring, trenching, and aerial work.
  • Ability to review and comprehend cable drawings, engineering designs, and identify underground cable infrastructure.
  • Fluent in universal communications color code for both Copper and Fiber infrastructures and various counts and specifications.
  • Must be able to see and distinguish distinct colors, read small print, and hear/recognize audible signals.
  • Ability to safely utilize step and extension ladders (up to 25 ft) or other equipment at higher elevations, as appropriate (i.e., catwalks, cell tower platforms, roof tops, man lifts, bucket trucks).

Working Conditions

  • Intermittent indoor office working environment with prolonged sitting.
  • Outdoor working environment with seasonal heat, cold, and other inclement weather conditions.
  • Driving company assigned vehicle to/from work sites in a safe and responsible manner during adverse weather conditions, heavy/light traffic, or at night.
  • Work sites include manholes, hand holes, etc. and will involve extensive walking on several types of terrain, working around objects and machinery in construction areas, and may require confined space entry and ability to work in elevated areas.
  • Regular use of hands and fingers to operate specialized equipment and tools; reaching overhead above the shoulders and horizontally, bending at the waist; standing and or walking for extended periods of time; lifting objects up to 50 pounds or lifting more than 75 pounds with tool aids.

Other Requirements

  • Minimum of 7 years of Outside Plant Engineering experience, preferably in a leadership role.
  • Minimum of 5 years of experience with a telecommunications company.
  • Ability to work in confined spaces, outside in all weather conditions, and on various terrains, and at various hours of the day/night.
  • Must be available and respond to after hour callouts, weekends, and holidays, as required, and remain in service during outages until resolved.
  • OSHA Safety certifications preferred.
  • Must be able to pass a criminal background check and drug screening.
  • Must have a valid Driver’s License with a satisfactory driving record.
