Position Information
This position may be filled as either a Probational or a Job Appointment (open to all qualified applicants); a Promotion (open to all statewide classified and Agency wide permanent status employees); or by Detail to Special Duty or Classified Temporary Appointment. Current permanent status, classified employees may be required to accept a Probational appointment if selected.
No Civil Service test score is required in order to be considered for this vacancy.

- MINIMUM QUALIFICATIONS:A baccalaureate degree plus four years of professional level experience in unemployment insurance; job placement; employer relations; human resources; labor market analysis; federal job training programs; labor relations or negotiations; management analysis; accounting; financial auditing; program auditing; workers' compensation; administrative services; social services; public benefits claims examining; eligibility determinations for federal needs based programs; or in program compliance.SUBSTITUTIONS:Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.A master's degree in any field or juris doctorate will substitute for one year of the required experience.A Ph.D. in any field will substitute for two years of the required experience.Graduate degrees will substitute for a maximum of two years of the required experience.NOTE:Any college hours or degree must be from an accredited college or university.

Manages, coordinates and implements all aspects of assigned Office of Regulatory Services initiatives.
Trains employees in performance of job duties, assigns and reviews work of subordinates. Evaluates performance of subordinates, controls time and attendance, counsels subordinate employees and takes disciplinary action when appropriate.
Directs and coordinates the establishing of employer accounts and formulating experience rates.
Manages and coordinates the billing and accounting of interstate benefit charges to other states.
Coordinates work with other sections within the department and the legislature to implement new laws and procedures relating to Office of Regulatory Services operations.
Represents the Department of Labor to the public, other state agencies, federal agencies member of the legislature and state and federal auditor concerning complicated technical matters regarding state and federal laws.
Formulates Office of Regulatory Services instructions.
Provides guidance and direction in interpretation and implementation of new procedures, techniques, and evaluation materials resulting from US Department of Labor directives and changes in state and federal laws.
Plans, coordinates and directs specialized technical assistance and support to administrative and field office in the administration and operation of state and federal Office of Regulatory Services programs.
Ensures compliance with applicable federal and state laws, mandates, policies, precedents, instructions and guidelines in assigned programs.
