Duties
  • Serves as Deputy Division Chief of an ASCC Directorate with responsibility for overall program management (policy, resource management, budget formulation, justification and execution) of designated Special Programs.
  • Maintains liaison relationship with higher HQ to enhance ASCC's interaction and collaboration, coordinates, staffs, and manages classified requirements for Geographic Combatant Command (GCC).
  • Isolates and defines previously unknown conditions, resolves critical problems and develops new concepts and practices.
  • Use understanding of methods and techniques of Unconventional Warfare and Sensitive Activities sufficient to establish policy and perform overall planning for the organization by analyzing Joint and Theater UW mission assignments.
  • Interprets basic guidelines and directives and adapts to achieve assigned mission.
  • Supervises and counsels military, civilian and contract employees.
  • Assigns work based on priorities, difficulty of assignments, and the capabilities of the employees; provides technical oversight; develops performance plans and rates employees.
  • Develops programs for special activities and operational support. Keeps informed of developments within assigned program responsibilities through discussions with higher and subordinate staff, conferences with support and user organizations.
  • Reviews accomplishments of organizations for consistency, compliance with policies, procedures and directives, adequacy and timeliness in providing support, identifies operating problems, develops solutions within current and projected work areas.
  • Makes changes in organizational structures and functional alignment, balancing workload among subordinate organizations/functions to increase effectiveness of operations.
  • Maintains working relationships with higher headquarters, major commands, HQDA, other DoD activities and foreign governments concerning operational and application problems, and budget and procedural requirements.
  • Advises superior on matters relating to functional responsibility and problems involving the relationship of the operations supervised to broader programs, their impact on such programs and makes presentations to various levels of management.

Conditions of Employment
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret/SCI security clearance or access for the duration of employment.
  • Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter.
  • In accordance with AR 690-11, this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
  • The incumbent must be exempted from recall to active duty and will receive training to ensure mission accomplishment of sustaining base operations during mobilization.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 15% of the time.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: Developing policies, plans, resources, or programs by analyzing and understanding Unconventional Warfare (UW) and Sensitive Activities. Implementing Special Operations principles and practices to prepare long-range and short range operational directives, regulations, policy and planning guidance. Preparing organizational budgetary requirements by implementing understanding of military facilities planning and management processes. Planning and conducting comprehensive management studies and preparing solutions. Experience supervising Department of Defense Civilian employees and military personnel. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-13
Education
