JOB SUMMARY:

Under supervision of the Operations Supervisor, coordinates use of airport facilities in accordance with established policies and procedures. Maintains airport compliance with Federal Aviation Regulation (FAR) Part 139, Transportation Security Regulation (TSR) Part 1542 and all other applicable statutes, regulations and requirements and provides for the safety and security of all airport users. Represents airport during assigned shift.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Listed examples are illustrative and representative of the tasks required of this classification, but are not intended to be complete or exhaustive for this position.

  • Oversees all airport operations during assigned shift, to provide for the safety and security of the public, tenants, and airport staff.
  • Ensures that all airport operations comply with FAR Parts 77 and 139, TSR Part 1542, and other applicable federal, state and local statutes and regulations.
  • Ensures tenant compliance with lease and operating permit requirements.
  • Ensures contractor compliance with safety and security provisions of contract documents and applicable regulations through direction and/or enforcement.
  • Assists in coordinating and monitoring airport construction activities
  • Prioritizes and coordinates tasks for Authority sections regarding matters of operational safety.
  • Documents adherence to policies and procedures and reports violations and suspected violations through incident reports.
  • Conducts periodic, daily and as necessary continuous inspections of runways, taxiways and other airport facilities to identify and document damage, deterioration, debris, and other unsafe or non-compliant conditions.
  • Initiates corrective action and inspects work performed by airport, tenant and subcontracted personnel to ensure proper completion of repairs, replacements, alterations or other corrections of unsafe and non-compliant conditions.
  • Coordinates use of airport facilities by air carrier, air cargo, military and charter aircraft operators.
  • Trains and tests airport employees on movement area operating procedures.
  • Monitors and ensures safe vehicle operations on movement and non-movement areas.
  • Assumes primary responsibility for wildlife control procedures and ensures compliance with the Authority’s Wildlife Hazard Management Plan and applicable state and federal regulations.
  • Closes or places restrictions on airport operating areas to ensure operational safety.
  • Implements snow and ice procedures and ensures compliance with the Authority’s snow and ice control plan.
  • Coordinates safety and security measures with airport tenants, the Federal Aviation Administration (FAA), Transportation Security Administration (TSA), and state and county public safety and emergency response agencies.
  • Issues notices to air missions (NOTAMs) to report all conditions that impact safe operations of aircraft and ensures that they are promptly communicated to the FAA, air carriers and other airport users.
  • Assists in planning and coordinating use of facilities for dignitary visits and other special events.
  • Enforces compliance with the airport rules and regulations and the airport security program.
  • Performs other duties as assigned.

REQURIED KNOWLEDGE AND SKILLS:

  • Thorough working knowledge of FAR Part 139, Part TSR 1542 and all other federal, state and local rules, regulations, standards and requirements governing air traffic, commercial and general aviation, airport safety and security, airport and movement area operating and maintenance standards, and other relevant matters.
  • Thorough working knowledge of the practices and principles of airport administration, operations, security and airfield maintenance.
  • Working knowledge of building, grounds and airfield inspection practices and principles.
  • Working knowledge of word-processing, spreadsheet and data base applications software required to collect, compile, analyze and report data.
  • Good English language usage skills, including spelling, punctuation, grammar and construction.
  • Ability to establish and maintain professional and effective working relationships with Authority and other airport employees, representatives of other agencies and the public.
  • Ability to interact positively and professionally with tenants, contractors, subcontractor employees, passengers, cargo shippers, community representatives and members of the general public from widely diverse cultural and socio-economic backgrounds.
  • Ability to establish and maintain effective working relationships.
  • Ability to multitask and prioritize scenarios.

QUALIFICATIONS AND REQUIREMENTS:

  • Bachelor's degree from an accredited institution in Aviation Management, Aviation Science, Business Administration, or other relevant field combined with experience in airport operations or administration, or an equivalent combination of education, training and experience.
  • The incumbent must be available for night, holiday, weekend, rotating and irregular shift assignments.

NOTES:

  1. Candidate must be able to pass required FBI fingerprint-based criminal history record check in addition to pre-hire and random drug and alcohol screenings.

CONTACTS:

This position has frequent contact with:

  • Airport Authority staff, to include Administration, Police, ARFF, Building Maintenance, Communications and Operations.
  • Airport tenants.
  • State and local public safety and emergency response agencies, to include FAA and TSA personnel
  • Contractors engaged in the construction, modification and/or refurbishing of airport features and facilities.


LICENSES AND CERTIFICATIONS:

  • Must possess and maintain a valid Michigan motor vehicle operator’s permit within 90 days of hire.
  • AAAE certified member status (CM) preferred.
  • Valid Pilot’s license preferred.

PHYSICAL REQUIREMENTS:

  • Must be able to operate motorized vehicles.
  • Must have sufficient visual acuity, with or without corrective lenses, to read runway friction measurements and visually detect damage, deterioration or defects in airport and airfield structures, fixtures and furnishings which could potentially impact safe aircraft operations.
  • Must have sufficient auditory ability, with or without audiological devices, to hear alarms, pagers, other warning signals and vehicle signals indicating backward or forward motion.
  • Must be able to descend to and ascend from a kneeling or crouching position in order to physically inspect runways and taxiways and other facilities.
  • Must be able to access all areas of the airport in order to conduct inspections and monitor operations.
  • Must be able to tolerate exposure to temperatures ranging from -20o F to 100oF; dirt, dust, pollen and other airborne particulates; and inclement weather conditions.
  • Must be able to tolerate exposure to airplane fuels, degreasers, deicers and other chemicals commonly used in operating areas of airports.
  • Must be able to tolerate exposure to noise levels up to 120 decibels and must be able to work in close proximity to 480-volt power sources.
  • Good voice modulation and diction.

WORK ENVIRONMENT:

  • Work is performed in both office and outdoor environments and involves exposure to noise (including pyrotechnics and firearms used to control wildlife), chemical and other contaminants, exposure to and appropriate handling of bird and animal carcasses, and moving mechanical hazards, and extremes of temperature and weather conditions.
