Job description

The contractor shall provide all resources necessary to accomplish the tasks described in this work statement. The contract must ensure that CPIC and Federal CIO deliverables required for submission to OMB are produced and submitted on time and in good quality. Has experience with Folio (a web-based tool to support portfolio management, CPIC, and IT Governance processes).

Support SBA's TBM Implementation and reporting TBM cost information to OMB and provide IT Portfolio Management by assisting in defining scope, developing plans and timelines, cost/resource estimates, and tracking action items. Provides IT Governance coordination with stakeholders and schedule and facilitate governance meetings/briefs (e.g., Business Technology Investment Council (BTIC), Internet/Intranet Steering Committee, Monthly Project Reviews). Also, delivers Program and Project Management Support Services to OCIO, including managing projects lifecycle (e.g., project initiation, planning, execution, monitoring, control, and closure maintenance) and implementation of Scaled Agile and DevSecOps work patterns and techniques.

Position Responsibilities: Task 3. Program and Project Management Support Services The contractor shall provide program management support to the OCIO, including, but not limited to: Provide the ability to manage projects that are at varying phases of the project lifecycle (e.g., project initiation, planning, execution, monitoring, control, and closure maintenance) Operate using Scaled Agile and DevSecOps work patterns and techniques. Provide recommendations and process for implementing improvements based on Lean principles and methodologies.

Develop and manage project schedules, including integrated project schedules, and plans. Manage projects with transparency - schedule, budget, and metrics. Perform risk management, including identifying, prioritizing, and mitigating risks, and communicating and escalating risks and issues where appropriate.

Maintain project scope in accordance with industry standard project management best practices. Ensure the project adheres to SBA standards, methodology, and compliance requirements. Interface with key stakeholders as defined by the Government.

Follow configuration best practices and OCIO guidelines to ensure proper management and configuration control of project documentation and source code. Deliver defined reports per the schedule agreed to by the Government and, where applicable, ad-hoc reports. Designated contractor leadership will coordinate closely with the assigned Federal functional team leader; ensuring functional support activities are prioritized.

Ensure the team delivers agile artifacts, which will include Project Sprint/Product/Release Backlogs, Burn-downs/ups, Cumulative Flow Diagrams, and/or Team Velocity. Participate in required meetings for project status and demonstrations. Develop, update, and track tasks, action items, key milestones, risks, and issues in a central repository and present the information in role-specific IT Services dashboard.

Provide a solution that allows status reports to be exported into different formats such as Word and Excel. Coordinate and facilitate meetings/briefs; prepare multi-media presentations and brief reference materials; update project/program plans and documentation, assist in the review and drafting of documents and reports for the Director of the BMO, and assist in the management of project information. Coordinate and prepare briefings, reports, and provide IT Services input to OCIO reporting requirements (e.g., Quarterly Deep Dive, Performance Metrics, OCIO Annual Priority Projects, OCIO Annual Performance Plan, OCIO Annual Accomplishments, CIO bi-weekly Administrator and Chief of Staff agenda and briefings, CIO IT Forum).

Adhere to IT Services policies, procedures, and guidance, in coordination with the OCIO Business Management Office (BMO).
