PURPOSE

This position is responsible for the operations of utility functions to include planning, organizing, directing, coordinating, and leading the activities of the assigned department in accordance with established policies.

ESSENTIAL FUNCTIONS OF THE POSITION

1. Responsible for providing guidance and assisting with the day-to-day operations of the utility.

2. Responsible for various operations management activities.

3. Manages the development and work of various utility crews and communicates management directives and goals to employees.

4. May develop or consult in the planning and budgeting activities as needed.

5. Provide periodic evaluation of the utility system with management and recommend any necessary maintenance and replacement.

6. Advise on compliance measures for and with the National Electric Safety Code.

7. Develop operating procedures and utilize equipment and technology to improve productivity, customer service, safety, and general morale.

8. Provide guidance or feedback on the correction of voltage, power factor, and load factor problems.

9. Analyze outage report and identifies service reliability problems.

10. Develop and recommend methods for improving service reliability.

11. Train on new technology and product development as it relates to the distribution system.

12. During emergencies may consult or act as the primary load dispatcher.

13. Oversees crews in restoring electrical service following service interruption as rapidly as possible. May replace units or components of plant without prior approval when necessary to restore service or when it poses an immediate threat to service continuity.

14. Recommend long-range and short-term equipment replacements.

15. Maintain and/or develop a system of records, reports, and statistical charts and data of pole inspections, work productivity, safety, and training.

16. Develop, plan, and/or recommend system improvements and new capital projects.

17. Applies and follows the terms of applicable collective bargaining agreements. Ensures the collective bargaining agreement is administered equitably and fairly.

18. Provide guidance, consultation, or assist management with investigations of employee accidents and/or prepare reports of workplace injuries, accidents, and possible property damage claims.

19. Consult with or assist in studies, accident report(s), and/or determine remedial or preventative actions.

20. Provide exemplary customer service and promote and maintain responsive community relations.

21. Promote a safety culture in which safety is a value. This culture is based on joint and individual engagement, ownership, and accountability regarding job safety and responsibility to perform work safely and adhere to safe work practices.

22. Perform the essential functions of the position in a safe and efficient manner.

ESSENTIAL POSITION REQUIREMENTS

Qualified candidates are required to have:

- Relevant bachelor’s degree or equivalent relevant experience in the electrical utility field.

- Five (5) years of progressively responsible supervisory experience in electrical utility construction, operations, and/or maintenance.

- Incident Command Systems 300 and 400 to be completed within ninety (90) days of hire.

Preference may be given to candidates with:

- Completion of Incident Command System 100, 200,700, and/or 800.

- Experience in directing, developing, and/or administering work programs and/or procedures; preparing management reports and measuring results.

- Completion of accredited lineman apprenticeship program.

Qualified candidates must have a valid driver’s license and a driving record, which is acceptable by the Association’s Driving Policy and insurable by the Association and the Association’s insurance carrier at standard group rates.

· Knowledge of transmission and distribution line design.

· Advanced skill in collaborative leadership and organizational techniques.

· Skill in effective and professional verbal, telephonic and written communication.

· Skill in basic electrical engineering.

· Skill in operations of electrical utility and electrical construction techniques.

· Skill in troubleshooting and problem solving.

· Skill and ability in consultation in terms of work assignments, projects, etc.

· Ability to effectively delegate and collaborate with others in accomplishing assignments.

· Ability to innovate, create agile solutions to assignments.

· Ability to suggest corrective action and continuous improvement measures within area of responsibility.

· Ability to drive problem-solving, decision-making and accountability within team.
