Description
The City of Garden City is accepting applications for an Operations and Maintenance Director with the Garden City Regional Airport. This position manages all aspects of airport operations and maintenance. Plans, schedules, and supervises work activities of division employees. Performs skilled, semi-skilled and manual work functions associated with the daily operations of the airport.
Examples of Duties
  • Plans, schedules, and supervises maintenance of buildings, grounds, vehicles, equipment, airfield and airport operations. Will assist team as needed with the items.
  • Responsible for the compliance of airfield FAA Regulations Part 139, including: painting, pavement maintenance, FOD removal, NAVAID repair, surface conditions, construction activities, public protection, dirt work, airfield electrical, landscaping, NOTAMs, wildlife hazards and documentation.
  • Responsible for managing snow operations, including scheduling, NOTAMs, weather observation, planning, coordinating, equipment preparation and removal.
  • Responsible for the development, modification, implementation, compliance, and evaluation of the Stormwater Pollution Prevention Plan (SWPPP), the Spill Prevention, Control and Countermeasure Plan (SPCC) and the Pavement Maintenance Plan, including: training, inspections, and meetings.
  • Responsible for data input, maintenance, and recommend replacement of airport vehicles and equipment.
  • Performs duties and ensures compliance with the Airport Certification Manual, Airport Security Plan and Airport Emergency Plan to include scheduling and coordinating annual tabletops and exercises.
  • Serves as the Airport Security Coordinator and preforms duties within the Airport Security Plan.
  • Implementation and oversite of federally approved full security program regulations and policies to include supervision of staff, technology and infrastructure.
  • Responsible for development, modification, implementation, evaluation, and compliance, of supervised staff purchases and inventory control.
  • Assists in airport construction project oversite and inspections.
  • Assists in inspections of the fuel facilities and fuel trucks.
  • Inspects regularly airport buildings, grounds, and airfield. Recommends repair, replacement and/or upgrading of facilities.
  • Serves as the Airport's Safety Representative, including: implementation of Safety Program, attendance of City meetings and trainings, safety equipment purchases and inventory, safety training, MSDS record keeping, staff training and facility inspections.
  • Responsible to oversee multiple areas of airport operations in a fast-paced environment, including the efficient and safe operation of the airport, ensuring the compliance of all regulations, programs and policies.
  • Responsible for direct employee training, including: self-inspection, painting, pavement maintenance, FOD removal, NAVAID repair, surface conditions, construction activities, public protection, dirt work, airfield electrical, landscaping, NOTAMs, wildlife hazards and documentation.
  • Assists in promoting the airport through the various media sources. Conducts tours, attends seminars, workshops, community clubs and civil organizations when invited to speak.
  • Participates in selection of personnel; trains and instructs personnel in airport operations, maintenance of buildings, grounds and equipment, equipment operation, radio systems and the self-inspection program.
  • Knowledge and ability to operate heavy equipment, including training employees on equipment operations.
  • Is subject to emergency, security and weather-related call-outs. Will plan, organize and participate in emergency, security, and weather management duties.
  • Ensures compliance with local, state, and federal regulations and mandates.
  • Will serve as Director in the absence of the Director of Aviation.
  • May be assigned other duties and responsibilities either on temporary or permanent basis that are operational functions.

Typical Qualifications
Knowledge, Skills and Abilities: Good technical knowledge and communication skills to serve as a representative of airport management for media relations, aircraft accidents, fires, natural disasters, bomb incidents, hijackings, security, weather, all emergency situations; ensures smooth operations supporting the same. Knowledge and understanding of budget management to provide accurate and practical budget development recommendations to the Director, and to oversee daily expenditures. Good organizational and interpersonal skills to effectively coordinate the efforts of staff to ensure compliance with the training and operational requirements. Ability to attend necessary committee meetings, budget meetings, Department Head meetings, airport safety and security meetings and required public meetings. Good oral communication skills with the ability to represent the Airport in a professional and dignified manner by speaking at public functions, meetings, conferences, workshops and one on one conversations regarding the role of the airport in the community and maintain awareness and up-to-date knowledge of issues and topics related to airport management. Ability to work simultaneously on multiple projects and ensure timely follow through to completion according to set timeframes. Coordinate those activities with all concerned parties. Comprehensive knowledge of airport federal security regulations. Knowledge of airport operations and technical requirements for a FAA Part 139 airport. Knowledge of Federal rules and regulations as administered by the FAA. Skills in planning and implementing maintenance and improvements in airport operations.
Education, Certification, and Experience: College degree in business, aviation management or public administration preferred. Three (3) years of experience in Airport operations, (2) years in snow removal and (2) years of supervisory responsibilities preferred. In lieu of degree, additional work experience and/or trade school is acceptable.
Supplemental Information
Work Environment: Work is performed in extreme, moderate and temperate heat and cold conditions. Majority of work is performed outdoors; humid, sleet, rain, high and gusting winds, snow, and ice. Surfaces: concrete, asphalt, gravel, sand, weeds, clay and grass. Weekend, holiday, on-call duty, and responses to unscheduled callbacks will be required. Must be able to work around aircraft noise, fumes, and chemicals with proper protection. Must be able to work in cold weather conditions to remove snow and ice from paved surfaces. Must be able to work in hot weather conditions to mow, trim, and landscape airport grounds.
Physical Characteristics: Ability to lift a maximum of 100 pounds and frequently carry/lift objects weighing 75-100 pounds; requires standing, walking, sitting, climbing, crawling, bending, twisting, pushing, riding and other similar body movements, etc. Must be able to move about independently, including on irregular terrain. Must be able to stand and walk for long periods. Requires willingness and ability to perform manual labor for extended periods in adverse weather to include performance of routine and repetitive tasks. Must have adequate vision to operate and maintain equipment. Must have adequate hearing to operate and communicate on radios.
