Job description

CALIBRE Systems, Inc., an Employee-Owned Management Consulting and Digital Transformation company, is seeking an analyst to support the Operations Division (G-3) through the integration of Subject Matter Expertise into deliberate planning venues, development, and update of the United States Marine Corps Forces, Pacific (MARFORPAC) campaign plan, policy, assessment, employment of forces, and protection of forces in support of MARFORPAC. MARFORPAC is the United States Marine Corps (USMC) service component command of United States Indo-Pacific Command (INDO-PACOM). MARFORPAC is the largest field command in the USMC and is headquartered at Camp H. M. Smith in Hawaii.

 

Tasks include:

  • Support the assessment of planning, coordination, integration, facilitation, and synchronizing of 167 plus activities, processes, systems, concepts, and products in support of Operational Plans (OPLAN), Contingency Plans (CONPLAN), Theater Security Cooperation engagements, OAIs, and scenario specific events.
  • Update Command and Control Information Environment (C2IE) with information pulled from the Line of Operation (LOO) Director and the Lines of Effort Managers.
  • Using C2IE information, the contractor will use accurate information to build All Domain Integrated Planning Team (ADIPT) products that synchronize the intended effects across Marine Corps Forces Pacific Operations, Activities, and Investments (OAIs).
  • Use accurate information pulled from the LOO Directors and LOE Managers, updated in C2IE to assess completed OAIs, on-going OAIs, and to prepare to assess future OAIs.
  • Provide a report of all work tasks that have been performed for the week outlining the Contractor’s progress on outstanding PWS tasks.
  • Attend LOO and LOE working group meetings as the G-35 representative.
  • Support two ADIPTs per week by running audiovisual equipment displaying products that the contractor has personally built and kept up to date.
  • Build briefing products supporting the execution of two to three Campaign Synchronization Boards (CSB) per month.
  • Build briefing products supporting the execution of one to two Campaign Decision Board (CDB).
  • Serve as primary G-35 Future Operations representative enabling Theater Joint Force Maritime Component (T-JFMCC) supported command assessments.
  • Serve as the primary G-35 Future Operations representative enabling TJFMCC Hard Goals Assessments.
  • Serve as the primary G-35 Future Operations representative enabling U.S. Indo-Pacific Command J02 Assessments of USINDOPACOM’s Calendar Year 22-24 Campaign Order and all replacement orders, specified execution orders, plan orders, and like directives.
  • Serve as the primary G-35 Future Operations representative enabling U.S. Army Pacific (USARPAC) led Taiwan Engagement Plan (TEP) assessments.
  • Support Operational Planning Teams, and other work groups as requested/required.
  • Serve as the primary G-35 Future Operations staff enabler coordinating, synchronizing, and building semi-annual assessments (March-April annually) and annual assessments (September – October annually) of Marine Corps Forces Pacific Campaign Order Fiscal Year 2023-2025, and all replacement orders, associated execution orders, modifications, and fragmentary orders.
  • Serve as G-35 primary representative for crisis and conflict operational or joint planning teams.
  • Provide technical support in the administration and management of assessment related systems (C2IE, SharePoint, and Share Drive).
  • As directed, serve as the primary G-35 Future Operations staff enabler supporting Chairman of the Joint Chiefs of Staff Annual Joint Assessment and Annual Risk Assessments.
  • As directed, serve as the primary G-35 Future Operations Staff enabler supporting Commandant of the Marine Corps and Chief of Naval Operations assessments including but not limited to Commander’s Estimates on Required Naval Integration.
  • Produce meeting minutes for meetings relevant to MARFORPAC plans and operations.
  • Ensure the Government is informed about new developments that the Contractor observes while on official travel.
  • Support MARFORPAC GFM in synthesizing input from higher (DC PP&O & INDOPACOM) adjacent (MARFORCOM & PACFLT) and subordinate (I MEF & III MEF) to recommend force offerings and rotational requirements that satisfy global requirements. Anticipated outputs and recommendations will refine Service and COCOM concepts to include Future Operations and Posture, HQMC Force Management Plan, Readiness, Reserve Integration, HQMC CMC Priorities, and INDOPACOM Future Operations, GFMAP, and Readiness Strategies.
  • Assist in the development and validation of USMC rotational force sourcing recommendations in support of the UDP, MEUs, and other global requirements.
  • Monitor and validate authoritative data bases for USMC Global Force Management (FMT), Readiness (DRRS) & Requirements (JCRM).
  • Prepare and staff rotational Deployment Orders (DEPORDs).
  • Conduct reviews of proposed GFMAP Modifications.
  • Balance force requirements to ensure efficient allocation of forces that meet rotational and alert requirements while managing risk to force and risk to mission.
  • Assist in the development of quarterly briefs for HQMC Force Synchronization Conferences.
  • Conduct review of Global Force Management Allocation Plan (GFMAP) Base Order and subsequent modifications for accuracy and intent.
  • Assist in the generation and submission of annual GFM rotational requirements to CDR USINDOPACOM.
  • Conduct review and rewrite of applicable MARFORPAC GFM orders.
  • Facilitate hosting the MARFORPAC GFM Forum.
  • As necessary, serve as a GFM representative for crisis and conflict operational or joint planning teams.
  • Produce meeting minutes for meetings relevant to MARFORPAC GFM.
  • The contractor will be responsible for coordination with service Headquarters for the provision of Military Police Operations input into policy and service assessment (e.g., IGMC), as well as serves as liaison to USARPAC/T-JFLCC for USMC capability requirements for Detainee Operations, Identity Operations, Joint Security Operations, and INDOPACOM Homeland Defense Operations. Lastly, this position aligns with PACFLT/T-JFMCC for the synchronization of USMC capability requirements for Base Defense Operations in theater as well as T-JFMCC to T-JFLCC Joint Security Operations planning and coordination.
  • Provide MARFORPAC oversight and advocacy for Military Police capability requirements in the Fleet Marine Force (e.g., Identity Operations, Detention Operations, Military Working Dog Operations, Military Police support to Stability Operations, etc.).
  • Provide Military Police Operations representation into MARFORPAC planning activities via the Command Operational Planning Team (OPT).
  • Respond to data calls and provide requested information as they pertain to Military Police Program capability requirements and funding.
  • Provide analysis and input into the Institutional Readiness process in support of COMMARFORPAC’s Mission Essential task OP-6.
  • Monitor program status, report financial information within the annual Program Objective Memorandum (POM) formulation cycle, provide input to the INDOPACOM Integrated Priority List (IPL), as well as the Marine Corps Enterprise Integrated Plan (MCEIP).
  • Solicit, collect, report, and analyze resources and data necessary for the planning, programming, budgeting, and execution (PPBE) for the MARFORPAC Force Protection program.
  • Monitor program funding and obligation during all stages of the funding process for all budget proposals that ensures budget requirements, comply with governance standards and relevant directives.
  • Serve as the MARFORPAC liaison to USARPAC/JFLCC for USMC capability requirements for Detainee Operations, Identity Operations, Joint Security Operations, and INDOPACOM Homeland Defense Operations.
  • Provide comprehensive force Protection exercise planning support to include development of Road to Crisis and Master Scenario Event List (MSEL) injects designed to test Force Protection functions and program requirements.
  • As necessary, serve as a Force Protection representative for crisis and conflict operational or joint planning teams.
  • Provide subject matter support to special event planning and execution (e.g., USMC Ball, Pacific Amphibious Leader’s Symposium, MARFORPAC Force Protection Symposium, Commemoration events, etc.)
  • Ensure MARFORPAC collaboration and knowledge management (KM) tools (e.g., SHAREPOINT, MS Teams, SHARE DRIVES, etc.) are maintained with current Military Police Operations content.
  • Produce meeting minutes for meetings relevant to MARFORPAC Force Protection plans and operations.
  • Provide Force Protection subject matter expertise to the MARFORPAC Crisis Action Team when required.
  • Serve as the Commander’s representative for the planning, management, and execution of the MARFORPAC Physical Security program, as well as be responsible for coordination with service Headquarters for the provision of Physical Security input into policy and program assessment (e.g., IGMC).
  • Provide MARFORPAC oversight and advocacy for Physical Security program capability requirements in both this Headquarters and the Fleet Marine Force.
  • Serve as the SME for COMMARFORPAC for crime prevention and physical security deviation waivers and exception submissions for COMMARFORPAC IAW the CDR’s appointment as the physical security waiver authority for USMC forces within the INDOPACOM AOR.
  • Provide oversight, planning guidance and tasking for Physical Security requirements for Headquarters MARFORPAC, I MEF, and III MEF.
  • Engage in MARFORPAC level planning as a Physical Security subject matter expert.
  • Liaise with subordinate/adjacent command Physical Security Chiefs and HQMC/PP&O as appropriate on Physical Security matters.
  • Coordinate with INDOPACOM for the requirements necessary to upgrade and maintain the Electronic Access Control System used within the MARFORPAC Headquarters complex.
  • Provide technical analysis relating to physical security and implementation of force protection measures, including site plans and surveys, electronic security and building hardening for specific facility upgrades and construction projects.
  • Serve as the Physical Security SME for the provision of HHQ oversight and assessment (i.e., IGMC) of subordinate commands’ Physical Security Programs.
  • Coordinate with service Headquarters for the provision of MARFORPAC input into policy, funding venues/vehicles (i.e., PSEAG, Marine Corps Electronic Security Services (MCESS) program).
  • Support MARFORPAC OAIs through the development and implementation of PHYSEC plans necessary for the protection of personnel, equipment, and information used during OAI planning and execution.
  • Integrate crime prevention training into the command security education program.
  • Ensure all MARFORPAC personnel receive, and initial security instruction focused on Physical Security and Crime Prevention.
  • Coordinate with the Marine Corps Base Hawaii Provost Marshal Office for the following: the development and submission of the annual Headquarters MARFORPAC Restricted Area list; validation of response time and procedures for Electronic Security Systems (ESS) employed on Camp H.M. Smith, Hawaii; coordinate quarterly test of ESS for non-Arms Ammunition and Explosive (AA&E) storage areas on Camp H.M. Smith, Hawaii; schedule Physical Security Surveys for restricted areas within the MARFORPAC Headquarters complex as required; and submission of physical security corrective action plan reports for the MARFORPAC Headquarters complex as required.
  • Provide input to HQMC Physical Security Branch to update the Inspector General of the Marine Corps (IGMC) Physical Security Functional Area Checklist (FAC) 5530.
  • Support MARFORPAC Headquarters through the provision of physical security subject matter expertise to the G-6 in support of the Command Cyber Readiness Inspection (CCRI) program.
  • Process physical security deviation waivers/exemptions to policy when required.
  • Provide Physical Security Input within the Force Protection Annex for Operational Plans, Contingency plans, Orders, and Directives as required.
  • Develop, update, and review physical security readiness reporting requirements; consolidate readiness reporting with subordinate units.
  • Ensure MARFORPAC collaboration and knowledge management (KM) tools (e.g., SHAREPOINT, MS Teams, SHARE DRIVES, etc.) are maintained with current Force Protection content. Completeness, accuracy, and timeliness of KM entries are the metrics to evidence improved effectiveness.
  • Provide technical support in the administration and management of Force Protection related systems (e.g., INDOPACOM Travel Tracker, Automated Aircraft and Personnel Clearance System, Strategic Mission Assurance Data System, Personnel Recovery Management System, etc.)
  • Produce meeting minutes for meetings relevant to MARFORPAC Force Protection plans and operations.

  • Advanced proficiency with groupware applications (e.g., SHAREPOINT, MS Teams) and the Microsoft Office suite (e.g., MS Word, Power Point, Excel, etc.).
  • Advanced proficiency in written and verbal communication.
  • Thorough understanding of USINDOPACOM organization, command relationships, assigned commands, and direct reporting units once trained and experienced on the job.
  • Prior DoD Military Police Officer. Graduate of CLS (e.g., EWS/Army Military Police Captains course).
  • Thorough understanding of USINDOPACOM organization, command relationships, assigned commands, and direct reporting units once trained and experienced on the job.
  • Prior DoD Physical Security Officer.
  • Ability to travel to other commands and training areas.
